Statement of Need

The Corporal Michael J. Crescenz VA Medical Center (CMCVAMC) Nuclear Medicine Service requires a licensed and accredited vendor to supply essential radiopharmaceuticals and calibration sources for its operations.

• Product Supply: Provide a list of specified radiopharmaceuticals and calibration sources, including but not limited to Co57 Sealed Src MED 3709, MAA Cold Kit, MDP Cold Kit, Mebrofenin Cold Kit, PYP Cold Kit, IN-111 WBC, I-123, I-131, Tc99m isotopes, and various calibration sources.

• Delivery: Deliver items to the Diagnostic Imaging section of Nuclear Medicine at CMCVAMC, room 3A101B. Routine delivery and pick-up as required, with a first delivery no later than 8:00 AM the following workday. Same-day delivery is required within 2 hours of order placement during normal business hours (Monday-Friday, 7:00 AM - 4:30 PM, excluding Federal Holidays).

• Emergency Services: Capability to meet emergency order fulfillment requirements within a 45-minute delivery window.

• Quality Control: Perform all quality control procedures as required by Federal and State regulatory agencies.

• Compliance: Adhere to all Nuclear Regulatory Commission, Department of Transportation, FDA, OSHA, and other relevant agency rules and regulations.

• Tracking System: Provide an electronic daily dose tracking system for CMCVAMC use, with potential data migration and training if the vendor's system differs from the current NMIS (Pinestar).

• Highest standard of care, skill, and diligence.

• Timely delivery for both routine and emergency orders.

• Accuracy, competence, and completeness in provision of services.

• Vendor must be licensed and accredited by the Nuclear Regulatory Commission.

• All unit doses must be clearly labeled with preparation time, expiration time, date, etc., and include a bar-labeled insert for scanning into the NMIS.

• Packaging of radioactive material must be clearly labeled "RADIOACTIVE" with proper class and exposure levels.

• Contractor shall accept returns for full credit under specific conditions (e.g., product ordered/shipped in error, recalled product, outdated product in unopened container).

• Provide regular credit statements for returned doses and monthly invoices.

• Delivery to: CMCVAMC, 3900 Woodland Avenue, Philadelphia, PA 19104, Nuclear Medicine Department, room 3A101B.

• Delivery schedule to be determined by CMCVAMC patient care requirements.

• Adequate supply of contract products.

• Labeled unit doses with bar-coded inserts.

• Electronic daily dose tracking system.

• Compliance with all regulatory requirements.

• Monthly invoices and credit statements.

• Provision of vendor's system, data migration, and training if applicable.

Orders will be placed by authorized CMCVAMC Nuclear Medicine personnel via telephone, fax, or email. Vendor will be provided with a list of authorized personnel and a copy of the user's license.
