Statement of Work (SOW)

To provide radiopharmaceuticals and related services to the VA Eastern Colorado Healthcare System (VA ECHCS) at the Rocky Mountain Regional VAMC.

• Items to be provided: Kits (Pyrophosphate and Ultratag), Unit doses of various radiopharmaceuticals including filtered sulfur colloid, MAA, mebrofenin, mertiatide, bulk technetium, HDP, MDP, DTPA aerosol, sestamibi, tetrofosmin, ceretec WBC labelling, gallium, I-123, I-131, lymphoseek, In-111 pentetreotide, thallium, F-18 FDG, and others listed in the CLIN.

• Ordering: Contractor must be available 24/7 via telephone or web-ordering.

• Deliveries: Up to two deliveries per weekday (Monday-Friday) free of charge. No scheduled weekend or after-hours deliveries. Radiopharmaceuticals ordered the previous day for scheduled workload due by 6:45 a.m. or on the "first run." Afternoon doses by 12:00 p.m. STAT orders must be delivered within 90 minutes.

• Compliance: Adherence to Title 10 Code of Federal Regulations (CFR 10), USP 797 and USP 825 guidelines for preparation and handling of radioactive materials.

• Quality Control: Perform all required quality control procedures as per Federal and State regulatory agencies.

• Regulatory Adherence: Meet all Nuclear Regulatory Commission (NRC), National Health Physics Program (NHPP), Department of Transportation (DOT), Federal Department of Agriculture (FDA), and other federal/state rules.

• Reporting: Provide copies of laboratory's current quality control manual and security/screening process for drivers upon request.

• Labeling: All supplies must be clearly labeled with radiopharmaceutical name, amount, calibration time, expiration time, date, patient name, and other necessary information.

• Replacements: Replace wrong or damaged items at no cost to VA ECHCS.

• Sales Representative: Assign an individual sales representative for coordination.

• Packaging: All radioactive material packaging must be clearly labeled "RADIOACTIVE" on the outside.

• HEU: Make an effort to procure and offer non-HEU derived Tc-99m unit doses.

• Information Security & Privacy: Contractors must comply with all federal laws, regulations, VA directives, and handbooks regarding information security and privacy. This includes data protection, encryption, segregation, and access controls. VA reserves the right to audit contractor IT resources. Contractors must complete VA Privacy and Information Security Awareness training annually. Security incidents must be reported immediately.

• Personnel: Authorized callers only may place orders. Contractor personnel require background investigations and may need security clearances. Personnel must sign the VA Information Security Rule of Behavior.

• Data Rights: Government receives unlimited rights to data/intellectual property first produced and delivered under the contract.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFP # 36C25926Q0144) for Radiopharmaceuticals on an Indefinite Delivery Indefinite Quantity (IDIQ) contract for the Department of Veterans Affairs Rocky Mountain Regional VAMC. • Contract Type: Firm-Fixed Price IDIQ.

• Period of Performance: Five (5) one-year ordering periods, from February 1, 2026, to January 31, 2031.

• Guaranteed Minimum: $4,000.00 (met in the first year).

• Maximum Contract Value: $3,000,000.00 over the life of the contract.

• Questions Deadline: January 14, 2026, 12:00 AM ET.

• Proposal Submission Deadline: January 20, 2026, 2:00 PM ET.
