This is a Sources Sought Notice to gather information on the availability and capabilities of qualified sources for providing Total Parenteral Nutrition (TPN) IV Mixture. The Department of Veterans Affairs (VA), Network Contracting Office 8 (NCO 8), is conducting market research to determine the appropriate acquisition method for this requirement at the Bay Pines Veteran Affairs Healthcare System in Bay Pines, FL.

Statement of Work (SOW) / Performance Work Statement (PWS)

To outline the requirements for the preparation and delivery of Total Parenteral Nutrition (TPN) solutions to the Bay Pines Veterans Affairs Healthcare System (BPVAHCS).

• Preparation of custom TPN solutions using aseptic technique in an ISO Class 7 sterile room with an ISO Class 5 Laminar Flow Hood.

• Utilization of a Baxter compounding machine for macronutrient bases.

• Manual addition of electrolytes, minerals, and other additives.

• Double and triple checks throughout the preparation process to ensure accuracy.

• Delivery of TPN solutions to the Inpatient Pharmacy at BPVAHCS.

• TPN solutions must be prepared using aseptic technique.

• Orders submitted by 1300 EST are expected to meet a 1800 hang time.

• Orders placed by 1200 EST will be delivered no later than 1500 EST the same day.

• A packing slip in duplicate copies must accompany deliveries, with one copy signed and returned.

• Contractor must make efforts to accommodate late or early orders on a per-case basis.

• Contractor must notify BPVAHCS if a delivery is late.

• Each TPN must be labeled with patient name, date of birth, all ingredients, and specific quantities.

• If an order is discontinued and the contractor is notified 1 hour prior to delivery leaving their facility, BPVAHCS will not be charged.

• Contractor must notify the Contracting Officer within three (3) business days of any product recall, removal, modification, or defective items.

• Defective or technically unacceptable items must be returned, replaced, or credited.

• Contractor must participate in a continuous quality assessment and improvement program meeting JCAHO, FDA, and ISO 9000 requirements.

• Contractor must meet all Federal, State, and JCAHO quality assurance requirements.

• An invoice detailing individual costs per TPN and delivery costs will be provided every two weeks.

• A packing slip with patient names and products delivered must be provided with all deliveries.

• Hours of Operation: 0900 – 1730 (EST) seven (7) days per week. Contact phone numbers must be provided for after-hours inquiries.

• Contract Type: Firm Fixed Unit Price.

• Funding: Subject to availability of VA funds.

• Order Transmission/Delivery: TPNs ordered throughout the day, seven (7) days a week. Orders by 1200 EST delivered by 1500 EST same day.

• Nonstandard/Late Deliveries: Accommodated on a per-case basis. BPVAHCS pharmacist must contact TPN Services for orders after the 1200 EST cut-off.

• Product Labeling: Specific requirements for patient name, DOB, ingredients, and quantities.

• Discontinued Dose Policy: No charge if notified 1 hour prior to delivery leaving facility.

• Product Recall/Returns: Specific procedures for handling recalls, defective items, and returns.

• Contract Administration: Only the Contracting Officer can approve changes. Contractor shall communicate with the Contracting Officer on all contract administration matters.

• On-Site Regulations: Contractor personnel must wear visible identification, park in designated areas, and adhere to VA regulations regarding smoking, weapons, and searches. Parking violations are the contractor's responsibility.
