Statement of Work (SOW)

This Statement of Work (SOW) outlines the requirements for providing Home Oxygen services and Ventilation to Veteran beneficiaries within VISN 16. The objective is to ensure Veterans receive necessary equipment, supplies, and support for their home oxygen and ventilation needs, as VISN 16 currently lacks the capacity to provide these services.

• Provision of home oxygen services and ventilation, including delivery, setup, education, pick-up, cleaning, preventative maintenance, and after-hours support.

• Services are to be provided in the veteran's place of residence.

• The contractor must have physical facilities or resources located within the geographic service areas.

• Specific equipment and supplies include: low decibel oxygen concentrators (rental), various oxygen cylinders (rental), portable oxygen concentrators, liquid oxygen, nasal cannulas, tracheostomy masks, bi-flow nasal masks, aerosol masks, and replacement parts.

• Services also encompass patient and caregiver education on equipment use, safety, and emergency procedures.

• Home environment assessments are required upon initial setup and semi-annually.

• Emergency preparedness and management protocols are detailed, including patient contact procedures during natural disasters or other emergencies.

• Preventative maintenance for concentrators and ventilators is required semi-annually.

• Services are to be performed in the veteran's place of residence within the areas served by VISN 16.

• The document details specific geographic areas covered by the Fayetteville, AR VAMC, Little Rock, AR MEDVAMC, and Jackson, MS MEDVAMC.

• Compliance with Joint Commission (JC) and Department of Veterans Affairs (VA) standards.

• Specific response times for initial set-ups (e.g., within 4 hours for urgent cases, same day for discharged patients, within 24 hours for prescriptions received after 3:00 PM CT).

• Service calls to be resolved within six (6) hours of request.

• Monthly and semi-annual visits as required.

• Contractor must provide a Quality Control (QC) Plan.

• Adherence to HIPAA and other privacy and security regulations.

• Emergency management plan and protocols are mandatory.

• Equipment must meet specific safety and performance standards (e.g., UL approved, FDA compliant).

This announcement is for information and planning purposes only, to identify qualified entities capable of providing In-Home Home Oxygen and In-Home Ventilation services and supplies to Veterans Integrated Service Network (VISN) 16 beneficiaries. This is not a solicitation or request for proposals/quotes.

The contractor shall provide all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other non-personal services for home oxygen equipment and services. Services are to be performed in the veteran's place of residence and cover patients treated at the following VA VISN 16 locations and their associated Community Based Outpatient Clinics (CBOCs) and patient care catchment areas:

• Fayetteville VA Medical Center (Fayetteville, AR)
• G.V. Sonny Montgomery VA Medical Center (Jackson, MS)
• Central Arkansas Veterans Healthcare System (Little Rock, AR)

Contractors must have a facility or resources physically located within the geographic area of service.

• Small Business Size Standard: $19 Million

• Contract Award Process: Tradeoff process in accordance with FAR Subpart 15.103.

• SAM Registration: Prospective Offerors must be registered in the System for Award Management (SAM) database (http://www.sam.gov) prior to contract award.
