Quick Summary
The Department of Veterans Affairs (VA), Network Contracting Office 16 (NCO 16), has issued a Presolicitation Notice for In-Home Oxygen and In-Home Ventilation Services for multiple VA locations within VISN 16. This requirement is 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) Concerns. The solicitation (36C25626R0037) is anticipated to be issued on SAM.gov on or about March 16, 2026. This notice is for informational purposes only, and no specific response is required at this time.
Scope of Work
The VA requires comprehensive non-personal services for home oxygen and ventilator equipment and services. This includes the provision of all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision. Services will be performed in the veteran's place of residence. The geographic service area encompasses patients treated by the Fayetteville VA Medical Center, G.V. Sonny Montgomery VA Medical Center, and Central Arkansas Veterans Healthcare System, including their associated outpatient clinics and Community Based Outpatient Clinics (CBOCs). Contractors must have a physical facility or resources located within this service area.
Contract Details
This will be a 5-year Firm Fixed Price (FFP) Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with annual ordering periods. The NAICS Code is 621610 (Home Health Care Services), with a Small Business Size Standard of $19 Million. The procurement is a 100% SDVOSB Set-Aside.
Submission & Evaluation
The formal solicitation is expected to be released on SAM.gov around March 16, 2026. Contract award will be based upon a tradeoff process in accordance with FAR Subpart 15.103-1. Offerors will be required to complete a Reference Contract Worksheet (Attachment D.3) to demonstrate past performance for Factor 1 of the evaluation, detailing experience with in-home oxygen and/or ventilator services. A pricing schedule (e.g., 36C25626R0037 Pricing Schedule) will outline specific line items for equipment and services across the base and option years.
Eligibility & Compliance
This opportunity is exclusively for Service-Disabled Veteran-Owned Small Business (SDVOSB) Concerns. Offerors must be certified by Veteran Small Business Certification (https://veterans.certify.sba.gov/) at the time of proposal submission; uncertified entities will be considered non-responsive. Additionally, offerors must be registered in the System for Award Management (SAM) database and complete electronic annual representations and certifications in SAM prior to award. Bidders should also be aware of the VHA Directive 1605.05 on Business Associate Agreements (BAA), as handling Protected Health Information (PHI) will likely necessitate a BAA. Applicable U.S. Department of Labor Wage Determinations for Little Rock, Fayetteville, and Jackson counties must be adhered to for all personnel.
