This solicitation is for the purchase of two (2) adaptive recumbent hand cycles and accessories for the Rocky Mountain Regional VA Medical Center (RMRVAMC). The purpose is to support the Eastern Colorado Health Care System (ECHCS) Recreation Therapy Program for both SCI/D outpatients and inpatients, aiding in therapeutic recreation and the VA National Recreation Sports Equipment (RSE) Program. This acquisition will replace an outdated unit and provide a second unit for demonstration and trial purposes for Veterans.

• Brand Name or Equal: The requirement is for HASE K-ONE Plus or equal, and HASE K-One Handbike or equal.

• Salient Characteristics (HASE K-ONE Plus): Must include Bosch Powerpack 545 Battery, Standard Charger, Enviolo/Diff/Hydraulic Disc Brakes, Mudguards, Lights, Marathon Plus tires, Built-In Helping Handles, adjustable seat height & frame length, Tire Sealant, and Platform Heel Support Pedals w/ Toe Strap.

• Salient Characteristics (HASE K-One Handbike): Must include Shimano STEPS EP6 Cargo, Shimano Inter 5 Di2 Internal Hub/Diff/Hydraulic Disc Brakes, Mudguards, Lights, Marathon Plus tires, Aluminum Full Suspension frame, adjustable seat height & frame length, Shimano STEPS BATTERY (630WH), and a HASE 2AH Shimano STEPS Battery Charger with AC Power Cable and Adapter.

• Condition: Equipment must be new, not used or refurbished. Batteries must be manufactured no more than 12 months prior to the purchase order issue date. Date of manufacture for all equipment must not be greater than 2 years before the purchase order date.

• Completeness: Equipment must ship complete in original OEM packaging; no partial shipments accepted.

• Documentation: Vendor must provide all applicable service manuals, maintenance requirements, and part lists.

• Delivery: Within 30 days from the time of award.

• Ship To: Rocky Mountain Regional VA Medical Center, 1700 N Wheeling Street, Aurora, CO 80045.

• Delivery Hours: Monday – Friday; 0700hrs – 1500hrs, excluding Federal Holidays.

• Warranty: Contractor shall provide all manufacturer’s warranties, commencing upon acceptance and verification of functionality. Warranty must include all travel and shipping costs for repairs.

• Invoicing: Invoices must include specific details as outlined in the document, submitted within 30 days at the end of each month.

• Inspection: Government will perform inspection and testing prior to acceptance.

• This equipment does not connect to a VA network and does not store patient information, thus C&A requirements and Appendix B/C provisions do not apply.

• Vendor must immediately notify VA of any device recalls or required modifications.

Sources Sought Notice

This notice is issued by the Department of Veterans Affairs, Network Contracting Office 19 (NCO 19) for market research purposes to identify potential sources for "On Hand Cycles" for the Rocky Mountain Regional VA Medical Center. This is not a solicitation or request for proposal, and no award will be made based on responses.
