Statement of Need

The Rocky Mountain Regional VA Medical Center (RMRVAMC) and PFC Floyd K. Lindstrom VA Clinic require the purchase of two (2) computerized vascular diagnostic systems, or equal, to support diagnostic vascular testing. This acquisition aims to replace aging equipment and ensure the continuity of high-quality diagnostic testing for Veterans with peripheral arterial and venous disease.

• System Capability: Must be a computerized, non-invasive vascular diagnostic system for physiologic arterial and venous testing.
• Modalities: Must support Continuous Wave (CW) Doppler, Pulse Volume Recording (PVR), and Photoplethysmography (PPG).
• Display: Must include a touchscreen display.
• Operating System: Must operate on Windows 11 or equivalent.
• Connectivity: Must provide DICOM connectivity with structured reporting and modality worklist for PACS integration.
• Features: Must include automatic programmable cuff inflation, a complete arterial cuff package, and Doppler probes.
• Data Handling: Must support export and storage in standard medical imaging formats and be compatible with VA network security requirements.
• Completeness: Must include all necessary hardware, software licenses, and accessories for full operational capability.
• Condition: Equipment must be new, unused, and not refurbished. Date of manufacture must not exceed two (2) years prior to the purchase order date.
• Warranty: Manufacturer's standard warranty required, commencing upon Government acceptance.

The system will be used for various vascular examinations including Ankle-Brachial Indices (ABI), Toe-Brachial Indices (TBI), PVR, CW Doppler studies, thoracic outlet studies, AV fistula steal studies, and Raynaud’s testing. The equipment must integrate with the VA’s imaging environment via DICOM for transmission to PACS.

• Delivery Timeframe: Within 30 calendar days of award.

• Delivery Location: Rocky Mountain Regional VA Medical Center, 1700 N. Wheeling Street, Aurora, CO 80045.

• Delivery Hours: Monday–Friday, 0700–1500, excluding Federal Holidays.

• Packaging: Equipment must be delivered in original OEM packaging. Partial shipments are not accepted.

• Vendors must provide all applicable service manuals, operating manuals, maintenance requirements, and parts documentation.

• Invoicing requires specific details including Contractor name, TIN, invoice/PO/Contract numbers, CLIN, and itemized pricing.

• Vendors must immediately notify the VA of any device recalls.

• Coordination with VA Office of Information & Technology (OIT), Biomedical Engineering, and Information Security Officer (ISO) is required prior to network connection.

• All applicable VA cybersecurity, network, and information security requirements must be met.

This document is the "Buy American Certificate" provision (FAR 52.225-2, Oct 2022). It requires offerors to certify the origin of end products and their components for compliance with the Buy American Act.

• Domestic vs. Foreign End Products: Offerors must identify which end products are domestic and which are foreign.
• Critical Components: For domestic end products, offerors must indicate if they contain a critical component.
• Foreign End Product Details: For foreign end products, offerors must specify the country of origin and whether they exceed 55% domestic content (unless they are COTS items). If the domestic content percentage is unknown, it should be marked as 'no'.
