Scope of Work

The VA is seeking a system with the following salient characteristics:

• General Description: A medication syringe labeling system for anesthesia/OR use that scans drug vial/ampoule barcodes, audibly and visually confirms drug identity, and prints a color, TJC-compliant syringe label at the point of preparation. It must include an integrated point-of-care station with a touch-screen computer, 2D barcode scanner, color inkjet label printer, audio feedback, and network capability.
• Regulatory/Medical Device Requirements: Must be an FDA 510(k)-cleared Class II medical device (Safe Label System), CE-marked (MDR 2017/745/EU Class I), and manufactured under an ISO 13485-compliant quality system. It must support TJC, ASTM, and ISO standards for medication syringe labels, including drug class-specific color and pattern.
• Core Functional Requirements: The system must use barcode scanning of FDA NDC or equivalent drug container barcodes for medication identification, provide on-screen text and audio confirmation, and print water-resistant, full-color syringe labels with essential details (drug name, concentration, expiration, etc.). It requires pharmacy-driven formulary management and an "Administer" mode for pre-administration scanning.
• Printer/Label Requirements: Features an integrated color inkjet printer using a single CMY cartridge, supports ISO- and ASTM-conforming color fields, produces durable/water-resistant labels, and includes automatic label cutting.
• Barcode and Data Requirements: Must have an integrated 2D barcode scanner capable of reading various symbologies (GS1 DataBar, GS1-128, etc.) and print 1D/2D barcodes on syringe labels compatible with AIMS and other hospital systems. It should support capture and storage of log files, configuration, and formulary data via SmartDrive USB and/or network transfer.
• User Interface and Controls: Features an integrated capacitive touch-screen display, on-screen status indicators, user login, date/time display, and audible prompts with volume control.
