This solicitation is for the procurement of an Optical Coherence Tomography (OCT) System with a table and software for the Bakersfield VA Clinic. The OCT system is intended to aid in the diagnosis and treatment of eye diseases, injuries, and vision dimming, thereby improving patient care.

• OCT System: Must meet or exceed specified physical, functional, and performance characteristics, including core technologies (cSLO, SD-OCT, Active Eye Tracking, Noise Reduction, Auto Rescan), multimodal imaging (Retina, Glaucoma, IR), and specific light sources.

• Lenses: Includes Widefield/ultra-widefield retinal imaging lenses (110°-220° field of view) and an Anterior Segment OCT lens.

• Technology: Requires OCTA Technology for high-resolution vascular imaging and an Anterior Segment OCT add-on lens with dedicated software.

• Software: Must include software for advanced glaucoma diagnostics and be capable of seamless communication with existing and planned systems without disruption.

• Physical Characteristics: Specific dimensions for the OCT system and a table (max 42"L x 31"W x 38"H) are provided.

• Quantity: One (1) OCT System.

• Contract Type: Firm-fixed-price.

• Evaluation: Best value selection using Comparative Analysis. Factors include Technical Capability (based on SOW), Past Performance (two similar contracts required), and Price.

• The acquisition is listed as UNRESTRICTED or SET ASIDE.

• Offerors must complete the Buy American Certificate (pg. 21) and Trade Agreement Certificate (pg. 22) if applicable.

• Late quotes may be accepted if advantageous to the Government.

• The Government reserves the right to consider quotations other than the lowest price if they offer additional benefits.
