Request for Information (RFI)

This RFI is issued by the Department of Veterans Affairs (VA), Network Contracting Office 16, for the Michael E. DeBakey VA Medical Center (MEDVAMC) in Houston, Texas. The purpose is to gather market research to determine the procurement strategy (e.g., set-aside, sole source, unrestricted) for a future solicitation. This notice is not a solicitation, and no contract will be awarded from this RFI.

The VA has a requirement for brand name "IMT Analytics" Anesthesia Testing Equipment, specifically:

• Item 1: IMT Analytics Biomedical Test-Set, CITREX H5 Mobile (2 EA)
• Item 2: IMT Analytics Biomedical Test-Set “Ventilation & Anesthesia” FlowAnalyser PF-300 Pro, with specified accessories (1 EA)

Warranty & Support Requirements:

• Two (2) Year Warranty on all equipment.

• Software updates for the life of the equipment.

• Initial and refresher user training for clinical and technical staff throughout the warranty period.

• NAICS Code: 339112 (Surgical and Medical Instrument Manufacturing), with an anticipated SBA size standard of 1000 employees.

• PSC Code: 6515 (Medical and Surgical Instruments, Equipment, and Supplies).

• Response Deadline: May 15, 2026, 15:00 Central Time.

Vendors are requested to provide detailed responses to the following:

• Confirmation of manufacturing by small/large business (with documentation).
• Compliance with the Non-Manufacturer Rule (NMR) (with documentation).
• Status as an authorized distributor with OEM parts access (requiring an authorized distribution letter).
• Company capability to fulfill the requirement, including contact information, business size, UEI#, and CAGE Code.
• Company's small business status (SB, SDVOSB, VOSB, HUBZone, 8A) with proof.
• Availability under any Government Wide Agency Contracts (GWAC), GSA Schedules, FSS, IDIQ, or BPA (including contract numbers).
• Estimated market research pricing for the required items.

Statement of Objectives (SOO)

To furnish and deliver specific anesthesia testing equipment, accessories, and related components to the Michael E. DeBakey VA Medical Center (MEDVAMC) in Houston, Texas.

• Hardware and Software: Supply IMT.Analytics Biomedical Test-sets of CITREX H5 Mobile and Ventilation & Anaesthesia FlowAnalyser PF-300 Pro, including specified accessories (MultiGas Analyzer R-703, SmartLung 2000, FlowLab software, carrying case, user manual, USB cable, power supply, adapter set, protection filter RT019).

• Licensing: Provide all necessary software licenses.

• Warranty: Include a minimum two (2) year warranty covering parts, labor, and service.

• Software Updates: Provide lifetime software updates for ongoing compatibility and performance.

• User Training: Deliver initial and refresher training for clinical and technical staff.

• Documentation: Provide all user manuals, technical documentation, and maintenance guides.

• Support Services: Offer technical support and troubleshooting throughout the warranty period.

• Compliance: All equipment and services must comply with applicable VA standards, regulatory requirements, and manufacturer specifications.

• Hardware & Accessories with updated software.

• Software upgrades.

• Two (2) complete printed copies and one (1) electronic version (CD) of operator manuals, service manuals, electronic schematics, troubleshooting guides, and parts lists for each equipment model, including any upgrades.

• Delivery & Acceptance: To be determined.

• Warranty/Support Service: Minimum of 2 years from acceptance.

• Location: Michael E. DeBakey VA Medical Center, 2002 Holcombe Blvd., Houston, Texas 77030.

• Delivery: Materials to be shipped in manufacturer's original sealed containers, packaged to prevent damage. Storage in dry, enclosed facilities. Delivery coordinated by the COR.

• Site Conditions: No smoking, eating, or drinking inside the hospital except in designated dining areas.

• Inspection & Acceptance: Contractor to conduct an initial inspection with the COR. COR will inspect all equipment and provide a punch list. Contractor to provide dates for completion of punch list items and replacement parts. COR ensures satisfactory performance prior to acceptance.

• Security: Contractor personnel require escorting, check-in/out procedures, valid picture ID, visitor badges, and vehicle registration/insurance for parking. No data storage devices to be removed from VA facility. Biomedical Engineering to perform virus scans on all removable media. No remote access for repairs. Business Associate Agreement required.

• Records Management: All records belong to the VA and must be returned or destroyed according to schedule. Contractor must comply with Federal and Agency records management policies, including safeguarding records covered by the Privacy Act of 1974. No disposition of documents without Contracting Officer consent.
