Request for Information (RFI)

The Department of Veterans Affairs (VA) is issuing this RFI to gather industry feedback on automated pharmacy prescription dispensing kiosks. The goal is to inform planning, acquisition strategy, and solution design for a secure, automated system that allows Veterans to receive medications prescribed by a licensed provider through a pharmacist-verified dispensing workflow. This RFI seeks information on capabilities for an initial pilot implementation with potential for full-scale deployment.

• Veteran Access: Improve timely access to specific non-controlled, non-hazardous prescriptions, potentially supporting 24/7 access and real-time pharmacist interaction.
• Integration: Solution must integrate with VA’s Federal Electronic Health Record (Oracle Health) and VistA systems via API.
• Verification: Support prescriptions from any licensed prescriber, ensuring pharmacist review and verification.
• Patient Safety: Maintain high dispensing accuracy, ensure proper medication stocking and replenishment, and use secure authentication methods.
• Compliance: Adhere to federal, state, and local pharmacy laws, VA policies, and cybersecurity/privacy requirements (HIPAA, VA standards).
• Reporting: Provide accurate reporting on utilization, inventory, and system uptime.
• Support: Offer 24-hour IT support and assist with organizational change management, training, and deployment planning.

Vendors are requested to provide:

• Device footprint and operational requirements (power, connectivity).

• Scalability plan for enterprise-wide solution.

• Approach to state mandates and integration with VA EHRs.

• Monitoring, maintenance, and repair plans.

• Examples of similar kiosk deployments.

• Details on inventory management (capacity, real-time counts, lot/expiration tracking, recalls).

• Veteran verification methods and security controls.

• Key risks and mitigations.

• High-level cost and schedule considerations.

• Innovative ideas or technologies.
