Purpose & Scope
This Sources Sought notice is for information and planning only and is not a solicitation. The VA seeks to gather information from potential vendors to refine future set-aside requirements. The objective is to procure a commercially available, non-developmental cardiopulmonary diagnostic testing system suitable for hospital, clinic, or pulmonary laboratory environments, supporting adult and pediatric patient populations.
Key Requirements
The required Body Plethysmograph system must be modular, designed for routine clinical testing, diagnostic evaluation, and disease management. It should support various test modalities including Spirometry, Diffusion Capacity (DLCO), Lung Volumes, Cardiopulmonary Exercise Testing (CPET), and metabolic gas analysis. Key features include breath-by-breath gas exchange analysis, automated calibration, high-precision flow and volume measurement, and automated quality control, complying with FDA regulations and ATS/ERS standards. The system must include an enclosed body plethysmography chamber with specific internal volume (726 L) and construction (Aluminum/acrylic).
Deliverables & Services
The contractor will be responsible for:
- Providing the Body Plethysmograph system (brand name or equal).
- Installation: "White glove" installation, performance verification, and validation.
- Training: Hands-on training session within 45 days of final installation, with electronic training materials.
- Warranty: A manufacturer's two-year, free replacement warranty for normal wear and tear, including free return shipping.

If SDVOSB response proves inadequate, alternate set-asides or full and open competition will be considered. All responses will be reviewed regardless of business size or socioeconomic category to support market research and potential set-aside refinement.
