The Fargo VA Health Care System requires two video naso-pharyngo-laryngoscopes to enhance speech procedures for patients with voice and swallowing disorders.

• Procure two flexible video naso-pharyngo-laryngoscopes, inserted transoral or transnasal.

• Equipment must acquire images using solid-state image sensors and be illuminated by a dedicated video processor or stroboscopic light source.

• Images are displayed on a monitor via a video processor.

• Angulation control via a lever on the control body.

• Specifications:

• Type: Firm-Fixed-Priced, one-time supply contract with no option years.

• Schedule: See Period of Performance (60 Days ARO).

• Records Management: Contractor must comply with Federal and NARA records management laws and policies, including safeguarding records covered by the Privacy Act. All data created for Government use are Federal records. Contractor must report any unlawful or accidental removal, defacing, alteration, or destruction of records. Unauthorized disclosure of non-public information is prohibited. Contractor must obtain Contracting Officer approval for subcontracts involving disclosure of information. Contractor employees must complete VA-provided records management training. Subcontractors must incorporate these requirements.

• Point of Contact (POC): Assigned at time of award via email. POC ensures supplies/services meet contractual terms but is not authorized to change project scope. POC, Contract Specialist, or Contract Officer may schedule a post-award conference.

• Changes to Contract: Contractor must contact POC and Contract Officer for non-contractual or out-of-scope actions. All changes require prior written authorization from a VA Contract Officer.

• Security: No specific security language required by the ISSO.

• Privacy: NARA Records Management Language for Contracts applies.
