Quick Summary

The Department of Veterans Affairs (VA) intends to award a sole-source, firm-fixed-price contract to Olympus America Inc. for an upgrade to an existing Olympus bronchoscopic system. This requirement is for replacement Olympus BF-UC190-A ultrasound bronchoscopes at the James A. Haley Veterans’ Hospital in Tampa, Florida. Interested parties must submit their capabilities via email by March 12, 2026, 10:00 am ET.

Purpose & Scope

The VA requires replacement Olympus BF-UC190-A ultrasound bronchoscopes as the currently used BF-UC180F models are at end-of-life and support is ending. These scopes are essential for video imaging during bronchoscopy procedures. Olympus America Inc. is the Original Equipment Manufacturer (OEM) and the sole provider for sales, upgrades, and replacements for this system, justifying the sole-source intent under FAR 6.302-1.

The new equipment must be brand name only and meet specific salient characteristics, including:

  • Compatibility with current Olympus video processing systems and existing reprocessing equipment.
  • Enhanced access, control, and maneuverability for difficult-to-reach lymph nodes and lesions.
  • Real-time ultrasound imaging with an integrated water jet channel.
  • Improved endoscopic image with higher resolution and wider viewable angle.
  • Compatibility with the EVIS EXERA III platform and Olympus EBUS-TBNA needles.
  • Software compatibility with EndoSoft/ProvationMD and CPRS/Vista.

  • Training: No additional training will be required by the Government.

Submission & Evaluation

  • Response Due: March 12, 2026, 10:00 am ET.
  • Submission Method: Interested parties must identify their interest and capability via email to Marcus.Lewis2@va.gov. Phone calls will not be accepted.
  • Evaluation: Responses will be evaluated solely to determine whether to conduct a competitive procurement. This is not a request for competitive proposals, and a solicitation will not be issued.

Additional Notes

The bronchoscopes are manufactured in Japan, a TAA-designated country, making the Buy American Act not applicable to this procurement.
