Solicitation / RFP / RFQ

This solicitation is for the procurement of ceiling-mounted patient lift systems for the Department of Veterans Affairs. The systems are intended to improve patient mobility, reduce staff injury risk, and enhance patient safety, particularly for long-term residents undergoing therapy.

• Ceiling Track System: High-strength extruded aluminum, compatible with room layout, smooth movement, capable of servicing entire patient room including H-track over bed and curved track to shower/sink/toilet. Stationary lock per lift/rail is preferred.

• Lift Unit: Steel frame, gear-reduced motor, minimum lifting capacity of 550 lbs (non-bariatric) and 750-1000 lbs (bariatric). Features include safety devices for low batteries, emergency lowering/stopping, current limiter, soft-start/stop, and VO plastic cab. Preferred features include physical therapy assistance, cleanability with disinfectants, fault detection, and mechanical/electrical emergency lowering. Must meet ISO 10535 safety standards.

• Lift Motor: Minimum 5-year life expectancy, clearly labeled safe working load, metal internal gears, weight capacity achieved with a single motor.

• Scale: Class III scale required, integrated with lift unit or hanger bar. Integrated scale with hand control readout is preferred.

• Batteries: Long-lasting with quick recharge, compliant with IEC 6100-1-2, capable of at least 35 transfers at 200 lbs and 17 transfers at maximum load.

• Charger: Compatible with system, continuous AC charging preferred.

• Lifting Speed: Motorized unit with variable speed control preferred, at least 2 inches per second with 300 lbs workload preferred.

• Hand Controller: Wired, non-magnetic, and securely storable preferred.

• Straps and Sling: Compatible with other manufacturers' loop-based slings, meet ISO 10535 guidelines. Bariatric slings rated to 750 lbs. Lifting strap minimum 98", hanger bars reach floor.

• Installation Services: Per manufacturer's instructions, under supervision, with structural calculations and final inspection. Certification of compliance with ISO 10535 and UL 60601-1 required.

• Warranty: Minimum 5 years, including VHA Corrective and Preventive Maintenance Checklist, parts, and labor. Comprehensive 3-year warranty minimum.

• Contract Type: Firm-Fixed-Price.

• Delivery: To North Chicago VA Hospital Warehouse. Delivery and installation coordination with COR Sean Brewner.

• Submission: Completed solicitation (Sections A & B) with quote to mack.taylor2@va.gov by 05-29-2026, 12:00pm CDT.

• Evaluation: Award will be made to the lowest price technically acceptable offer.
