These drawings are critical for bidders to understand the scope of work, existing conditions, and specific requirements for renovating Building 1. Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the technical specifications for a patient lift and track system, likely for a healthcare facility.

Key technical requirements for the patient lift and track system include:

• Compatibility: New ceiling lifts, curtain compatibility, and continuous-charge rail must integrate with existing supports. Rail designs should maximize room coverage without obstructing vents, sprinklers, lights, or other fixtures, and avoid requiring the VA Gulf Coast Health Care System to move preexisting equipment.

• Lift Functionality: Lifts must be designed for frequent use (at least 20 times daily) with weights near capacity. They require internal scales displaying patient weight on the hand control. Lifting speed must be a minimum of 2.2 inches per second at maximum load, with soft start/stop. Lifts must allow for emergency lowering via a red cord without tools. Warning beeps during malfunction or flashing lights during normal operation are prohibited.

• Charging & Power: Lifts must utilize continuous AC charging anywhere on the track.

• Hanger Bars & Slings: Hanger bars should not have easily breakable components. Lifts must be compatible with loop slings, including specific Guldmann and Alpha Modalities slings.

• Track Rail System: Rails must support stationary locks for the lift unit and/or traverse rail, controllable via hand control for positioning and locking. The system must allow seamless transition to a second rail via an automatic, non-motorized, non-electric gate system that opens upon rail alignment.

• Advanced Features: The system must include automatic, hands-free, dynamic body weight support and real-time fall protection during rehab sessions. Clinical staff must be able to set an adjustable "offload" weight via the hand control, which the lift will dynamically maintain as the patient's center of gravity shifts.

• Warranty: A ten (10) year warranty is required for the lift system, including batteries, lifting straps, parts, labor, and travel. This warranty must cover ISO 10535 Inspections & Preventative Maintenance (PMs) and service between annual scheduled maintenance.

• Reusable Slings: Must have a three (3) year warranty.

• Support: The supplier must provide fast support and parts, along with ongoing education and user support.
• Design: Avoid designs requiring relocation of existing fixtures or equipment.

Sources Sought Notice

This is a Sources Sought Notice for market research purposes only. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 16, is seeking information from Service Disabled Veteran Owned Small Businesses (SDVOSB) or Small Businesses (SB) capable of providing Ceiling Lift Hardware. This notice does not constitute a solicitation for proposals or quotes, and no contract will be awarded from this notice.

• Product: Ceiling Lift Hardware (JSN: A1200H) for 28 rooms.

• Compatibility: Hardware must support patient lifts and tracks conforming to existing construction conditions, as detailed in the "Combined_PatientLiftRelatedDrawings" attachment. The basis of design is Guldmann Ceiling Lift Systems.

• Capacity: Hardware must support hoist capacity between 450 and 550 lbs.

• Included Items: Hardware shall include struts for installation, extended brackets, stabilizers, unistrut, and other necessary hardware.

• Documentation: Vendors must provide service manuals in electronic format.

• Condition: Equipment must be new, not used or refurbished, with the latest manufacturer updates.

• Delivery: Items to be delivered to Biloxi VA Medical Center, 400 Veterans Avenue, Biloxi, MS 39531, no later than May 31, 2026. Delivery times are Monday-Friday, 8:15 AM to 3:00 PM CT.
