Scope of Work
The requirement is for a comprehensive Custom Sterile Procedure Pack Program, including pack assembly/manufacture, sterilization, quality assurance, and packaging. The contractor will be responsible for all labor, materials, transportation, equipment, and supervision. Initial orders for custom packs must be produced, sterilized, and delivered within 24 weeks of contract commencement. The contractor must maintain a 3-month supply on hand and achieve a 95% acceptance rate. Packs must have a minimum shelf life of 12 months at delivery. Detailed Bills of Materials (BOMs) for various pack types (e.g., Angiogram, Cataract, Neuro, Intubation Kits) are provided in attachments for both VA Long Beach and VA Greater Los Angeles facilities.

The Non-Manufacturer Rule (13 CFR § 121.406) applies, allowing small businesses to supply products they did not manufacture if sourced from another small business. Additionally, FAR 52.225-1 Buy American Supplies and FAR 52.225-2 Buy American Certificate clauses are applicable.
