Submission Requirements
Quotes must be submitted via email only to natasha.holland@va.gov (4MB email limit). Submissions require two volumes:
- Volume I - Technical: Includes specifications/cut sheets for "or equal" products (meeting salient characteristics), warranty information, brand/model numbers, and an authorized distributor letter. Offerors must also complete and submit VAAR Clause 852.219-76 (Limitations on Subcontracting) and FAR 52.225-2 (Buy American Certificate). Failure to complete VAAR 852.219-76 will render the offer ineligible.
- Volume II - Price: Completion of the provided pricing schedule.
Evaluation
Award will be made on an All or Nothing Basis using a comparative evaluation process (FAR 13.106-2(b)(3)). Evaluation factors are:
- Technical capability or quality of the item offered to meet/exceed Government requirements, including completeness of VAAR 852.219-76 and FAR 52.225-2.
- Price (total of all line-item prices). The Government reserves the right to make an award solely on initial quotes and may select an offer other than the lowest price if it provides additional benefit. All offers must meet minimum requirements; alternate quotes are not accepted.
