This is a Sources Sought notice for potential sources to provide a brand name or equal to the "Valleylab™ FT10 electrosurgical generator" for the VA San Diego Healthcare System. The government is conducting market research to determine if a set-aside for Veteran Owned Small Businesses or Small Businesses is appropriate. The acquisition is for two (2) Valleylab™ FT10 electrosurgical generators, two (2) CART FT10 units, two (2) STANDARD FOOTSWITCH X1 units, and two (2) BIP FOOTSW X1 units.

• Brand name or equal to Valleylab™ FT10 electrosurgical generator.

• Specific components required: Valleylab™ FT10 electrosurgical generator, CART FT10, STANDARD FOOTSWITCH X1, BIP FOOTSW X1.

• No gray market items will be accepted; vendors must be an OEM authorized dealer, distributor, or reseller, verified by authorization documentation.

• Vendors must be able to meet the Government's requirements as outlined in the attached Statement of Work (SOW).

• Not specified in this notice.

• Interested sources should submit a capabilities statement addressing specific questions outlined in the notice.

• Questions cover company size classification, ability to meet SOW requirements, authorization status, subcontracting limitations, Non-Manufacturer Rule compliance, Buy American Act conformance, and existing Federal contracts.

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure and install one Medtronic FT10 Generator for the VA San Diego Surgical Services' 4 West Procedures clinic and to replace an existing Medtronic FT10 Generator in the 5 West Cysto clinic that has reached the end of its service life.

• Provide brand name or equal Medtronic FT10 Generator equipment that meets or exceeds specified physical, functional, and performance characteristics.

• Equipment must deliver precise energy for faster sealing and cutting, feature tissue sensing technology for improved speed and consistency, read tissue composition in real-time, provide RF energy for monopolar/bipolar applications and tissue-fusion/vessel sealing, and have a touch screen interface.

• The contractor shall provide all necessary management, tools, parts, materials, equipment, travel, and labor for delivery and installation.

• Installation includes offloading, moving to the correct location, uncrating, trash removal, setup according to manufacturer specifications, and testing for operational verification.

• Provide an on-station in-service on proper use and setup, and training to end-users.

• Remove and properly dispose of all waste generated on-site.

• Equipment must be operational upon testing.

• Installation paperwork and warranty information must be provided to the government contact.

• Delivery and installation must be coordinated with the VA COR POC prior to any attempts.

• All items are to be delivered and/or installed after receipt of the purchase order.

• Delivery and installation anticipated after receipt of purchase order.

• Place of Delivery: VA San Diego, Surgical Service, 5W Cysto Clinic & 4 West Procedures Clinic, 3350 La Jolla Village Drive, San Diego, CA 92161.

• Normal duty hours are 8:00 a.m. through 4:00 p.m., Monday through Friday, excluding federal holidays.

• Warranty: Standard manufacturer industry warranty term. Extended warranties requiring advance payment are not accepted.

• Security: Vendor must adhere to VA standard operating procedures for Information Security (LAN/Internet, data, information, system security) and Contract Personnel Security (background investigations for personnel accessing VA computer systems).

• Delivery Coordination: Delivery must be coordinated with VA COR POC Jose A Rodriguez (Cell): 858-210-5381 prior to any attempts. Items not coordinated will be turned away.

• Non-contract Charges: No services resulting in additional charges without prior approval from the Contracting Officer.

• Payment: Upon receipt of a properly prepared invoice referencing the contract/PO number and correct payment address.

• Waste Removal: Contractor is responsible for removing and disposing of all waste related to services provided on-site.
