This is a Combined Synopsis/Solicitation (RFQ) for commercial products, prepared in accordance with FAR Part 12. It constitutes the only solicitation, and no separate written solicitation will be issued. The North Florida / South Georgia VA Healthcare System Diagnostic Imaging Department has a Brand Name Requirement for one (1) detachable MRI Stretcher (FlexTrak II) compatible with an existing Phillips Ambition Ingenia 1.5T MRI Scanning System.

• One (1) detachable MRI Stretcher (FlexTrak II) compatible with a Phillips Ambition Ingenia 1.5T MRI Scanning System.

• Equipment must meet or exceed specified requirements, including:

  • Detachable table-top solution supporting patient comfort, ease of use, and staff ergonomics.
  • Features for emergency evacuation and patient handling.
  • Specific operating features such as tabletop with handlebar, foot lever for height adjustment, removable side rails, directional lock pedals for wheels, positioning aids, triggering/monitoring equipment, infusion line, and emergency power outage feature.
  • Maximum patient weight capacity of 550 lbs.
  • Non-ferromagnetic materials to prevent magnetic interference.

• Manufacturer's warranty on provided equipment and accessories.

• One (1) day of onsite training.

• Anticipated delivery timeframe: 45 Days ARO.

• Quote Submission Deadline: Thursday, May 14, 2026, by 4:30 PM via email to scott.brickey@va.gov.

• Evaluation Factors: Technical (ability to meet Brand Name Requirement, including documentation/brochures with specifications), Delivery (realistic schedule aligned with government timeframe), and Price (evaluated for reasonableness). Technical and Delivery combined are more important than Price.

• This solicitation is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs).

• All clauses are current through Federal Acquisition Circular (FAC) 2026-01.

• Contract administration will be handled by Scott K. Brickey, Contracting Officer.

• Invoices shall be submitted electronically via VAAR Clause 852.232-72.

Justification for Other Than Full and Open Competition

This document justifies the procurement of one (1) brand-name MRI Stretcher (FlexTrak II) for the Malcom Randall VA Medical Center. The equipment must be compatible with the existing Philips Ambition Ingenia 1.5T MRI Scanning System to restore emergency electrical system redundancy.

• Essential for safe and supportive patient care, patient comfort, and ease of staff operation.

• Supports critical hospital normal and emergency functions.

• Additional quotes will be solicited from other authorized vendors.

• The acquisition will be conducted as an open-market commercial products procurement under FAR Part 12.

• The Diagnostic Imaging Department certifies that only OEM components satisfy the facility's technical and safety requirements.
