- Completed Limitations on Subcontracting (Attachment D), certifying compliance with subcontracting rules. Failure to include any of these items will render the quote non-responsive.
Evaluation Factors
Award will be made to the responsible SDVOSB whose quotation represents the best value to the Government, based on a comparative evaluation of:
- Technical Acceptability: Significantly more important than Price. Evaluates how well the offered monitors meet or exceed salient characteristics, warranty coverage, and manufacturer support.
- Delivery / Availability: Significantly more important than Price. Evaluates the ability to meet the 30-day ARO delivery requirement, proposed delivery timeline, and certainty.
- Price: Evaluated for fairness and reasonableness. Price becomes increasingly important as non-price factors become more similar. The Government may award without discussions.
