Notice of Intent to Sole Source Requirement

The Department of Veterans Affairs (VA), VA Healthcare System, Network Contracting Office (NCO) 10, intends to negotiate a sole source order under FAR Part 12, specifically FAR 12.102 Restricting competition.

LOCATION: John D. Dingell VA Medical Center Sleep Laboratory 4646 John R Street Detroit, MI 48201.

The VA Medical Center requires the procurement of V-Sign Sensors for use with the Sentec Transcutaneous TcCO Monitoring System currently in operation within the Sleep Lab. The purchase will include the following item:

V-Sign Sensor

Part Number: 101342 VS-A/P/N

The V-Sign Sensor is a non-invasive patient sensor used to continuously measure transcutaneous carbon dioxide (TcCO ) and oxygen saturation. This monitoring capability is essential for diagnosing and managing patients with sleep-disordered breathing and respiratory insufficiency.

The Sentec V-Sign Sensor is a proprietary component manufactured exclusively for use with the Sentec TcCO monitoring system. The sensor is fully compatible with the VA s existing equipment, including integration with the Polysmith system, pre-loaded adult modes, and customized display configurations. No other manufacturer produces a sensor that is technically compatible or validated for use with the Sentec TcCO monitor.

Use of an alternative sensor would require replacement of the entire monitoring system, resulting in unnecessary cost, operational disruption, and potential risk to patient care.

The associated NAICS code for this procurement is 334510. The vendor will be Sentec AG, 40 Albion Road, Suite 100, Lincoln, RI 02865.

A firm-fixed-price purchase order is anticipated. It is the Government s belief that only the proposed source possesses the required capabilities to successfully meet this requirement. It is the Government s intention to solicit and negotiate with only this source.

This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 5:00 PM EST on Tuesday, January 27, 2026.
