Purpose & Scope
The VA's Commodities and Services Acquisition Service (CSAS) and Denver Logistics Service (DLS) require commercial off-the-shelf (COTS), non-proprietary hearing aid parts and accessories. This procurement supports the VA National Audiology, Prosthetics, and Telehealth Programs to meet Veteran patient care needs, standardize care processes, ensure product availability nationwide, and improve operating efficiency. The scope includes supplying various HAPA that meet or exceed specifications, are commercially packaged, and include manufacturer's commercial warranty information. Products must be delivered within twenty (20) business days of order issuance and support custom, behind-the-ear, receiver-in-the-canal, completely-in-canal, and wireless hearing aid systems. Contract Details
This acquisition will result in up to two FFP IDIQ contracts. Each contract will consist of a one (1) base year, effective June 1, 2026, through May 31, 2027, with four (4) one-year option periods, extending the potential performance through May 31, 2031. The guaranteed minimum for each contract is $1,000.00, with a combined contract ceiling of $6,500,000.00 for all awarded IDIQ contracts. The NAICS code is 334510 (Hearing Aids, Electronics, and Manufacturing) and the PSC is 6515 (Medical And Surgical Instruments, Equipment, And Supplies).
Set-Aside & Eligibility
This is a Total Service-Disabled Veteran Owned Small Business (SDVOSB) Set-Aside. Offerors must be certified and listed in the Small Business Administration (SBA) certification database at the time of proposal submission to be considered eligible.
Evaluation & Submission
Award will be made on a Lowest Price Technically Acceptable (LPTA) basis. Evaluation factors, in descending order of importance, are Price, Technical Acceptability, and Past Performance. Offerors are required to submit a Past Performance Questionnaire (Attachment 7). Proposals must be submitted electronically via email.
