Statement of Work (SOW) / Performance Work Statement (PWS)

To procure and replace the Albany Stratton VA's aging HD03 Hemodialysis Flow System, which is over 10 years old and at end of life.

• Procurement of a new HD03 Hemodialysis flow system.

• The system must measure true Delivered Flow using transit-time ultrasound technology.

• It must also measure Blood Recirculation and Access Blood Flow via indicator dilution flow measurement technology through a simple saline injection.

• The system is intended for patients undergoing Hemodialysis treatment with a catheter, or a graft or fistula.

• Patient information is stored locally on the device and is not connected to the VA network or contractor devices.

• The monitor must be usable by trained medical personnel for routine monitoring of:

  • Access Recirculation: To check proper dialysis needle placement and pump settings.
  • Access Flow: To monitor the patency of the access device.
  • Delivered Blood Flow: To confirm the prescribed hemodialysis treatment is being delivered.

• The device must be standalone, operating with two sensors that measure based on existing dialysis machine arterial/venous lines, requiring no additional IV lines.

• No installation or integration into a dialysis machine is required.

• In-service training is required as scheduled with the Point of Contact (POC).

This is a Notice of Intent to award a sole source contract for a Transonic Hemodialysis Flow System. The Department of Veterans Affairs (VA) Regional Procurement Office East (RPOE), Network Contracting Office 2 (NCO 2) intends to award this contract to Transonic Systems Inc. The authority for this sole source award is based on "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" per 41 USC §3304(a)(1).

The Albany Stratton VA requires a new HD03 Hemodialysis flow system to measure true Delivered Flow using transit-time ultrasound technology, Blood Recirculation, and Access Blood Flow. This system will replace an existing flow system that is over 10 years old and at its end of life. The system is intended for patients undergoing Hemodialysis treatment with a catheter or a graft/fistula.
