This solicitation is for the procurement of Omnicell automated dispensing cabinets for the VA Loma Linda Health Care System. The objective is to provide automated medication dispensing cabinets and associated software/platform services to support outpatient clinic operations, including controlled substance security, label printing, inventory management, and reporting. The requirement specifies the "Omnicell" brand name due to existing facility standardization and proprietary compatibility.

• Equipment: Omnicell automated dispensing cabinets with integrated medication label printers.

• Security: Metal, locking-lid drawers for controlled substances with tamper resistance and immutable audit trails.

• Labeling: Integrated, cabinet-mounted printer (≥ 300 dpi) supporting specific barcode symbologies and medical-grade labels.

• Form Factor: Cabinets must fit standard US clinic doorways (≤ 36 in. width, ≤ 78 in. height) with locking casters.

• User Interface: 15–21" touch display.

• Power: 120 VAC, 60 Hz with internal UPS/battery backup (≥ 15 minutes).

• Software & Platform: Must standardize with VISN 22 technologies, supporting perpetual inventory, controlled substance management, medication repack integration, and anesthesia workstation interoperability.

• Interfaces: EHR/Clinical systems (HL7 v2.x/FHIR), Directory services/SSO (Active Directory/LDAP), Pharmacy information systems, and Anesthesia/OR systems.

• Reporting: Utilization, diversion risk, inventory, and workflow performance reports.

• Security & Compliance: Role-based access control, MFA/PIV/CAC support, FIPS 1402/1403 validated encryption, HIPAA compliance.

• Installation: Onsite delivery, installation, commissioning, and EHR interface setup.

• Training: Role-based training for various staff.

• Support: Minimum 1-year warranty, onsite response ≤ 2 business days.

• Contract Type: Firm-Fixed-Price.

• Period of Performance: 180 days After Receipt of Order (for performance).
