Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for the procurement of sixteen (16) Medical Treatment Carts for the Department of Veterans Affairs, Rocky Mountain Regional VAMC in Aurora, CO. The government anticipates awarding a firm-fixed-price contract.

• Sixteen (16) Medical Treatment Carts with specific dimensions (42-43" High, 37.5" Wide, 22" Deep).

• Carts must have 6 drawers (3", 3", 3", 3", 6", 12") with 30" of vertical drawer space.

• Material: 20 Gauge Steel, Cream Color.

• Locks: CompX Basic Electronic Pushbutton lock with Key Override for the cart; Illinois Lock with 4 Keys for the narcotics box.

• Features: Antimicrobial Plastic Top, Ergonomic Push Handles, 5” Casters (2 braking, 1 tracking, 1 swivel), Locking Narcotics Box (7" W x 16.5" D x 9"H), 4 Gallon Aluminum Waste Container, Pull-Through Shelf, Plastic Dividers for each drawer, Latex-Free, Delivered Assembled.

• Includes a 12-Year Manufacturer’s Warranty and a 1-Year Limited Warranty on bought-out parts.

• Delivery required within 30 days of award to Rocky Mountain Regional VA Medical Center, Aurora, CO.

• Contract Type: Firm-fixed-price.

• Delivery: Within 30 days of award.

• Questions Deadline: February 25, 2026, 12:00 PM ET.

• Quote Submission Deadline: March 4, 2026, 4:00 PM ET.

• Evaluation Factors: Technical capability/quality and Price. Offers must meet or exceed technical requirements to be considered, regardless of price.

• Submission Volumes: Technical capability, Price, FAR 25 Provision completion, and VAAR 852.219-76 completion.

• This solicitation is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB).

• Offerors must be verified and visible in the SBA Small Business Certification (SBS) database at the time of quote submission and award.

• Procurement is for new OEM medical supplies; gray market or remanufactured items are not acceptable.

• Award will be made on an All or Nothing Basis.

• Offerors must provide authorization letters from the OEM if not an OEM themselves.

This document is the "Buy American Certificate" provision (FAR 52.225-2), which requires offerors to certify the origin of end products and their components. It is used to ensure compliance with the Buy American Act.
