Scope of Work
This solicitation focuses on the acquisition of specific, listed Original Equipment Manufacturer (OEM) medical and surgical supplies. The VA is not considering alternate products or items to complete product families at this time, except for direct replacements of discontinued items. Custom packs are intentionally included, and vendors must identify their capabilities and standard components. Existing MSPV items are not affected by this solicitation, which seeks to add new items to the program.
Contract Details
- Type: Blanket Purchase Agreements (BPAs) under FAR Part 12 or FAR Part 8.103 (Ability One BPA).
- Place of Performance: Nationwide VA facilities.
- Key Requirements:
- An Authorized Distributor Letter (ADL) from the OEM is mandatory, signed and dated on OEM letterhead, explicitly listing effective dates. Current MSPV suppliers with older ADLs may submit them with written confirmation of continued authorization, but an updated ADL is required prior to award.
- Suppliers must establish a Commercial Agreement with the Prime Vendor within 60 days of BPA award.
- Delivered supplies must have a minimum of six months shelf life remaining.
- Compliance with Trade Agreement Act (TAA) and "Made in America" restrictions for Personal Protective Equipment (PPE) is required.
- All orders will be processed using Electronic Data Interchange (EDI).
- Specific items to ignore/leave blank on the quote sheet: Index #421, #1802, #1803, #713, #2242, and #743-760.
Submission & Evaluation
- Submission: Offerors must submit a completed SF-1449, the specific Quote Sheet (Attachment A), and relevant award documents (ADL, Small Business Certification) via email. Email submissions are limited to 10MB and ZIP files are not accepted.
- Evaluation: Quotes will undergo a comparative evaluation for "best value" to the Government, considering technical factors and price. VHA clinicians will participate in the evaluation.
- Set-Aside & Tiered Evaluation: While set-aside for SDVOSB, all businesses may submit quotes. A tiered evaluation process will prioritize SDVOSB, then Veteran-Owned Small Business (VOSB), followed by other small businesses (including HUBZone, 8(a), and Woman-Owned Small Business), and finally large businesses. Offerors must be registered in SAM and hold appropriate certifications.
- Quote Validity: Quotes must remain valid for 180 calendar days after the solicitation closing date.
