Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for the acquisition of BD Pyxis Medication Systems and associated components for the new Louisville VA Medical Center (VAMC) as part of its Initial Outfitting, Transition, and Activation (IOT&A) efforts. The acquisition is for Brand Name Only.

• Products: The core requirement is for BD Pyxis Medication Systems, including various models of Medstations (ES Main, Anesthesia System ES, 2-Drawer, 6-Drawer, Auxiliary units), refrigerators, CII Safe systems, and associated accessories like mounting arms, printers, scanners, and software licenses.

• Services: Includes deployment, site implementation, IT infrastructure support, and potentially knowledge portal services.

• Delivery: Products must be delivered between January 11, 2027, and January 18, 2027, to the Louisville VA Medical Center. Delivery dates are subject to construction timelines and require coordination with the VA.

• Installation: Assembly and installation are required. The vendor must provide tools, labor, and materials, and coordinate with VA teams. Protection of building finishes during installation is mandatory.

• Calibration: Required after assembly and installation, following Original Equipment Manufacturer (OEM) procedures.

• Training: Live clinical training for staff on setup, operation, shutdown, and troubleshooting is required.

• Clean-Up and Disposal: The vendor is responsible for unpacking, disposing of packaging materials offsite (recycling preferred), and daily clean-up of waste generated.

• Product Age: Manufacturer date cannot exceed 24 months prior to the purchase order date. Equipment must be new, unused, and have the latest software/hardware updates.

• Batteries: Must be manufactured within 12 months of the purchase order issuance date.

• Documentation: Service manuals and warranty information must be provided electronically within three days of delivery.

• Security: The equipment connects to the VA network and may handle patient information, requiring compliance with C&A requirements, a Security Accreditation Package, and a signed Business Associate Agreement (BAA).

• Place of Performance: Louisville VA Medical Center, 4906 Brownsboro Rd, Louisville, KY 40222.

• Delivery Period: January 11, 2027 - January 18, 2027.

• Brand Name Only: Acquisition is restricted to BD Pyxis products.

• Information Security: Strict adherence to VA data protection, encryption, and security incident reporting protocols is required. A BAA is mandatory due to potential access to Protected Health Information (PHI).

• Data Rights: Government will receive unlimited rights to data/intellectual property produced under the contract.

Sources Sought Notice (SSN) / Market Research

This notice is issued by the Department of Veterans Affairs, Network Contracting Office (NCO) 9, on behalf of the Louisville VA Medical Center. It serves as a market research tool to identify potential sources for two distinct requirements:
