Statement of Work (SOW) / Performance Work Statement (PWS)

To provide and maintain a remote medication dispensing system (RDS) for the VA's AVAMC to remotely store, secure, and dispense urgent and emergent medications to patients at the Lake Charles CBOC, which lacks on-site pharmacy services.

• Provide one (1) Large Cabinet Remote Dispensing System (RDS), installation and training, and shipping surcharge.

• Offer 24/7/365 toll-free technical support for troubleshooting, operational guidance, and problem-solving.

• Provide all necessary parts, labor, and out-of-pocket expenses for maintenance and repair.

• Develop and present a detailed work plan and briefing to the VA project team.

• The Government will provide telephone service and personnel to assist with equipment maintenance.

• The system must interface with Vista Outpatient Pharmacy Package (OPAI) and CPRS.

• Must dispense prepackaged medications associated with a verified outpatient order using barcode validation.

• Must comply with Joint Commission Medication Management MM.05.01.09 and internal safety procedures.

• Must operate on Windows 10.

• Must be capable of storing and tracking refrigerated items.

• Must have secure internal storage for at least 90 line items with a total capacity of at least 900 packages (10 each of 90 different products).

• Must store unit of use medications in original packaging.

• Must accommodate different package sizes and shapes.

• Must have a double locking mechanism or greater.

• Must provide reports for inventory, expiration, removal, and dispensing from a central location.

• User-friendly software interface.

• The system must be the Brand Name Item: Pick Point Remote Dispensing System.

• Physical specifications include dimensions not to exceed 41"w x 35.2"d x 73"h.

• The system must have network ports within 6" of the cabinet.

• Power supply requirements: NEMA 5-15 outlet within 6" of cabinet, accepts 110-240V, 50-60Hz power.

• The system must have a large capacity return bin.

• Extensive clauses regarding VA Information Security, Privacy, Data Custodial Language, Security Incident Investigation, Liquidated Damages for Data Breach, Training, and Records Management are included and must be adhered to.

Notice of Intent to Award Sole Source

The Department of Veterans Affairs, Network Contracting Office 16, intends to award a sole-source, firm-fixed-price contract to Maxor National Pharmacy Services, LLC dba PickPoint. This notice is for informational purposes only and is not a request for competitive quotes.

The contractor will furnish and deliver the following items to the Alexandria VA Health Care System in Lake Charles, LA:

• PICKPOINT REMOTE DISPENSING SYSTEM (RDS) - LARGE CABINET (Quantity: 1)

• INSTALLATION AND TRAINING (Quantity: 1)

• SHIPPING (Quantity: 1)

• Contracting Authority: Simplified Acquisition Procedures and Other than Full and Open Competition, authorized by FAR 6.103-1 and FAR 12.102.

• Contract Type: Firm-Fixed-Price.

• Anticipated Award Date: 05/30/2026.

• NAICS Code: 334510 Analytical Laboratory Instrument Manufacturing (SBA Size Standard: 1,250 Employees).

Interested parties must provide evidence of their capability to respond to this requirement and demonstrate why competition would be advantageous. Specific information requested includes:

1. Ownership and related business activities.
2. CVE registration and certification details (SDVOSB/VOSB).
3. Joint Venture plans.
4. Existing GSA or VA Federal Supply Schedule contracts.
5. OEM authorization for certified technicians.
6. Capability to obtain required software.
7. Licenses/certifications for OEM proprietary service materials.
8. Employee count (over 500).
9. Primary business in retail/wholesale trade of similar items.
10. Capability to take ownership of items consistent with industry practice.
11. Proposal to supply end items from a U.S. small business manufacturer.

Interested parties must submit clear evidence of their capability to meet government requirements, including providing all hardware, firmware, installation, parts, and labor for the PickPoint RDS and associated items. A draft Statement of Work (SOW) is attached.
