Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for a one-time purchase of a new, fully operational Olympus flexible scope system for the Iowa City VA Healthcare System. The purchase includes professional installation, clinical education, and on-site training.

• Brand Name Only: All equipment must be Olympus and new.

• System Components:

  • Cart and Monitor: Compact, portable procedure carts with 32" 4K monitors featuring picture-in-picture, HD/4K upscaling, multiple connectivity and display options, and glare reduction.
  • Processors and Light Source: All-in-one imaging system with enhanced resolution, built-in stroboscopy, narrow band imaging, customizable settings, and compatibility with nCare™ and VaultStream™. Must minimize wire hazards and allow flexible monitor positioning.
  • Camera Heads, Light Guide Cables, and Rigid Scopes: Autoclavable camera heads with one-touch autofocus and control switches. Rigid scopes with multiple angle options (0, 35, 45, 70 degrees) and extra low dispersion glass lenses.
  • Energy Generator: Compatible with specific Celon wands (WB990210 & WB990310).
  • nCare Video Recorder Dual Channel: High-definition and 4K video recording, still image capture, medical-grade touch panel, DICOM Modality Worklist and HL7 support.
  • HD Videoscopes: High-resolution flexible rhino-laryngoscopes (2.6mm and 3.9mm distal tips) and a 4.8mm channeled flexible video scope with a 2mm working channel.

• Installation: Required by the contractor within ten (10) business days of award.

• Training: Clinical education and on-site training are required, to be scheduled within ten (10) business days of award.

• Warranty: Minimum one-year warranty against defects in materials and workmanship.

• Deliverables: Equipment must be fully functional and ready for installation, including all accessories, delivered within 90 days ARO (After Receipt of Order).

• Period of Performance: 90 Days ARO.

• Delivery Location: Iowa City VA Health Care System, 601 Highway 6 West, Iowa City, IA 52246.

• Contract Type: Firm-Fixed-Priced, one-time supply contract with no option years.

• Security: Extensive VA information and information system security and privacy language applies, including training, data protection, encryption, incident reporting, and compliance with federal regulations and VA directives.

• Records Management: Contractor must comply with all applicable records management laws, regulations, and NARA policies regarding Federal records.

Notice of Intent to Sole Source

This document serves as a Notice of Intent to Sole Source for an ENT Flexible Scope System for the Iowa City VA Health Care System. The government intends to solicit and negotiate with only one source, Olympus America Inc., under the authority of FAR 13.501(a)(1)(ii) and 41 USC §1901, as only this source is capable of meeting the government's needs due to the unique or specialized nature of the supplies.

All line items are considered Brand Name or require an Equal substitute for market research purposes.

Respondents must have a Federal Supply Schedule (GSA, VA NAC, or other) to be considered. The response should include a Statement of Capability, Federal Supply Schedule information (contract number), SAM UEI#, and Business Size/Socio-Economic Status for the specified NAICS code.

• A DRAFT Statement of Work (SOW) is attached and referenced for salient characteristics and delivery details.
• Pricing is not required for this Notice of Intent.
• Any responses received will be used to determine if a competitive procurement is warranted. If no responses are received, the government will proceed with the sole source acquisition.
