Scope of Work
The contractor will be responsible for the delivery, removal, and installation of a new Nurse Call System at the VA Medical Center, 11201 Benton St, Loma Linda, CA 92354. The system must meet specific Salient Characteristics and the requirements outlined in the Draft Statement of Work (SOW). Key requirements include:
- System Features: Remote troubleshooting via VPN, client-less webserver access, patient call cords/pillow speakers, nursing consoles, patient room audio stations, dome lights, bathroom pullcords, and audio stations.
- Safety & Integration: Room disable switch, anti-ligature certified equipment, splash-proof components for wet areas, interface with the VA Loma Linda code paging system (Prism-IPX PriMega), and integration with Vocera.
- Installation Services: Cable installation, termination, device installation, networking component implementation, and pre-staging of servers/switches/wiring infrastructure to minimize patient care interference. Services are to be provided Monday-Friday, 8:00 a.m. to 4:30 p.m., excluding Federal Holidays.
- Product Requirements: Only new equipment is acceptable; no gray market or remanufactured items. Vendors must be an OEM, authorized dealer, distributor, or reseller, verified by OEM documentation. The system must comply with all required standards and US Government Regulations (e.g., FDA classification).
Submission Requirements
Interested contractors must submit the following information via email to Edgar.Alvizar@va.gov:
- Company name, address, point of contact, phone, fax, and email.
- Contractor's Unique Entity ID (SAM) number.
- Type of small business (e.g., SDVOSB, VOSB, 8(a), HUBZone, WOSB, SDB) and confirmation of small business status under NAICS 334290 (Other Communications Equipment Manufacturing) or an alternative NAICS.
- Brand name, model, and product description of the Nurse Call System, including manufacturer details, country of origin, and small business status of the manufacturer.
- Statement of authorized distributor status, including an approval letter if providing another company's product.
- Details of any existing federal contracts (GSA FSS, VA NAC, NASA SEWP) for similar products.
- Estimated delivery timeline (calendar days ARO) and general pricing information.
- Self-attestation/certification of product compliance with all required standards and US Government Regulations.
- Confirmation that services do not constitute "construction, alteration, or repair" and are not subject to the Davis-Bacon Act.
