6515--Nurse Call System - Delivery, Removal and Installation

Request for Information (RFI) / Sources Sought

This RFI is issued solely for market research and planning purposes to identify potential acquisition strategies and to gauge the interest and capabilities of Small Businesses (including SDVOSB, VOSB, 8(a), HUBZone, Woman-Owned, Small Disadvantaged) for a Nurse Call System procurement. It does not constitute a solicitation.

Respondents are requested to provide the following via email by Friday, March 6, 2026, 02:00 PM PT:

• Company Information: Name, address, POC, phone, fax, email, SAM Unique Entity ID.

• Business Size: Type of small business and confirmation of being small under the suggested NAICS code (334290 – Other Communications Equipment Manufacturing), or alternative NAICS.

• Product Details: Brand name, model, and product description of the Nurse Call System intended for this procurement.

• Manufacturer Information: Name of the company manufacturing the product, country of origin, and whether the manufacturer is a small business.

• Distribution & Authorization: Confirmation of authorized distributor status, including approval letters if providing another company's product. Specific questions regarding employee count, business type, ownership, and alteration of items are included.

• Contracting Information: Details of any existing federal contracts (GSA FSS, VA NAC, NASA SEWP, etc.) for similar products.

• Delivery Timeline: Estimated calendar days for delivery after receipt of order (ARO).

• Pricing: General pricing information for the Nurse Call System.

• Compliance: Documented self-attestation/certification that the product meets all required standards and US Government Regulations (e.g., FDA classification).

• Performance Capability: Confirmation that the firm can perform tasks without constituting "construction, alteration, or repair" and is not subject to Davis-Bacon Act prevailing wage requirements.

• Capability Statement: Detailed information for one or more reference contracts demonstrating experience with similar procurements, including entity name, contract number, task description, performance dates, and a verifiable POC.

• Product: Nurse Call System meeting specified Salient Characteristics (Draft SOW and Salient Characteristics are attached).

• Location: VA Medical Center, 11201 Benton St, Loma Linda, CA 92354.

• Responses are for market research only and do not form a binding contract.

• No gray market or remanufactured items will be accepted; new equipment only.

• Vendors must be an OEM, authorized dealer, distributor, or reseller, verified by OEM documentation.

• All offerors must be registered in the System for Award Management (SAM).

• Respondents are responsible for all expenses associated with responding.

Statement of Work (SOW)

This Statement of Work (SOW) outlines the requirements for the replacement of the Whole House Nurse Call system at VALL.

• The contractor will perform all installation related to the nurse call system, including cable installation, termination, device installation, and networking component implementation.

• Servers, switches, and wiring infrastructure must be pre-staged to minimize patient care interference.

• All wet areas must have splash-resistant components.

• Ligature risk areas must use Joint Commission compliant anti-ligature components.

• The vendor must coordinate with clinical department leads for nurse call clinical designs.

• The nurse call system must interface with Hillrom beds and Vocera.

• Installers must confirm full room functionality before proceeding.

• Network/architectural drawings of wiring schematics are required at project closeout.

• Training on basic troubleshooting for equipment and the server must be provided.

• Services will be delivered Monday through Friday, 8:00 a.m. to 4:30 p.m., excluding Federal Holidays.

• Outstanding issues must be addressed within one week of written notification.

• Designate local hospital staff to ensure project success.

• Define configurations required for vendor staff.

• Deliverables will be accepted and invoiced once equipment is received, installed, and validated.

• Work will be inspected and tested by VA Loma Linda Biomedical Engineering and other designated staff.

• The Government reserves the right to accept or reject contractor personnel.

• Variations to obligations can be requested in writing by the customer or recommended by the vendor.

• Vendor response to change requests must be within fifteen (15) working days and include cost and time estimates.

• If the Government proceeds with a change, a Contract Modification will be issued.

• Contractors must coordinate deliveries with Site POCs for adequate storage space.

• The vendor is responsible for inventorying all equipment on-site and accountable for it until project completion.

• Services will begin on a mutually agreed-upon date after receipt of a Purchase Order and execution of this SOW.

Form / Attachment / Pricing Sheet

This document outlines the "DRAFT Salient Characteristics" for a Nurse Call system. It details the essential features and capabilities required for the system.

• Remote Troubleshooting: Ability to utilize VPN for remote troubleshooting without VA Loma Linda staff involvement.
• Webserver Access: Client-less webserver accessible via any OIT workstation for viewing nurse call and bed alerts on a single dashboard.
• Basic Components: Must include patient call cord/pillow speaker, nursing console, patient room audio station, dome lights, bathroom pullcords, and audio stations.
• Safety Features: Requires a room disable switch, anti-ligature certified equipment, and certified splash-proof components for bathrooms/showers.
• Paging System Interface: Must interface with VA Loma Linda code paging system (Prism-IPX PriMega) for sending alerts via page without human intermediary.
• Integration: Must be able to integrate with Vocera.

Sources Sought / Market Research

This announcement is for market research purposes only to identify interested and capable Small Businesses (including SDVOSB/VOSB) for the delivery, removal, and installation of a Nurse Call System. The government is seeking to understand market capabilities and make acquisition decisions.

• Contractor must provide all necessary resources and comply with the Statement of Work (SOW) (see attached Draft SOW).

• The product must be new, not gray market or remanufactured.

• Vendors must be an OEM, authorized dealer, authorized distributor, or authorized reseller, verified by OEM documentation.

• The system must meet all required standards and US Government Regulations (e.g., FDA).

• Responses are due by Friday, March 6, 2026, at 02:00 PM Pacific Time (PT).
