Scope of Work & Requirements
This opportunity seeks new Original Equipment Manufacturer (OEM) NX EQ Laparoscopic Insufflators that meet the Salient Characteristics detailed in Attachment B. The contract will cover delivery to VA medical centers and facilities across CONUS and OCONUS. Only new OEM equipment is acceptable; remanufactured, used, refurbished, or "gray market" items, and products in development, are not considered. All proposed items must be covered by the manufacturer's warranty. Offerors are encouraged to propose volume discounts.
Contract Details
- Type: Single Award Requirements Contract with Firm-Fixed Price (FFP) orders.
- Period of Performance: One 12-month base period with four 12-month option periods.
- Set-Aside: Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside (FAR 19.14). All offerors must be certified SDVOSBs.
- NAICS Code: 339113, Size Standard: 800 Employees. An individual SBA Nonmanufacturer Rule Waiver has been granted.
- Mandatory Inclusions: Service Level Agreement (SLA) fee (3.0%) must be included in prices. Monthly and quarterly sales reports, and electronic invoice submission, are required.
Submission & Evaluation
Proposals must be submitted in four volumes: Technical, Past Performance, Price, and Offer, Amendments, Certifications & Representations. Submissions are due via email to Anthony.Zibolski@va.gov and Carey.Kauzlarich@va.gov, referencing solicitation number 36C10X26R0009.
Key Submission Requirement: Offerors must complete, sign, and submit Attachment H – Certification of Recall or Safety Issues. This attachment affirms that all proposed items have no outstanding recalls, known safety issues, and comply with applicable regulations. Failure to submit Attachment H, or if the Government determines proposed items have recalls/safety issues, will result in the proposal being deemed Unacceptable.
Evaluation factors include Technical (most important, must achieve "Acceptable" or higher), Past Performance, and Price. Non-price factors combined are more important than price. Award will be made on a best value basis.
