Offerors must demonstrate that their proposed "equal" products meet all specified salient characteristics, including automated counting, tray compatibility, power requirements, size/weight limits, user display, barcode scanning, and pharmacy management software interface. Ancillary items necessary for full equipment functionality must also be included. Equivalent products sourced through authorized distributors are acceptable if they meet all required specifications.
Contract Details
This will be a single-award Requirements contract with a Firm-Fixed Price structure for orders. The contract includes a one 12-month base year and four 12-month option years. Delivery is FOB Destination. A 3.0% Service Level Agreement (SLA) fee must be embedded in offeror prices and remitted quarterly, along with sales reports. Quotes must be submitted via email to Jalima.Jones@va.gov and Kimberly.LeMieux@va.gov by April 13, 2026, 10:00 AM EST. Questions are due by April 06, 2026, 10:00 AM EST. Quotes must be organized into five volumes: Technical, Past Performance, Veterans Preference, Price, and Offer/Amendments/Certifications & Representations.
Evaluation factors include:
- Technical: Significantly most important; must be rated "Acceptable." Requires descriptive literature demonstrating compliance with Salient Characteristics.
- Past Performance: Requires up to five references from the last three years for nationwide delivery of pill counters, using Attachment F and G. Past Performance Questionnaires from references are due by April 20, 2026, 10:00 AM EST.
- Veterans Preference: For SDVOSB/VOSB offerors or those identifying SDVOSB/VOSB subcontractors.
- Price: Must use Attachment A - Price Cost Schedule, including the 3% SLA fee.
