Contract Details

This will be a single award Requirements contract with a Firm-Fixed Price structure for orders. The contract period consists of a one 12-month base year and four 12-month option years. Delivery is FOB destination.

Key Requirements

Offerors must provide a Brand Name or Equal solution to the IPA® ScrubEX System, meeting specified salient characteristics (SCs) such as dispensing/receiving laundered scrubs, authorized user access, various scrub set capacities, maximum unit height (79" H), web-based software, and limited Personally Identifiable Information (PII) storage. The requirement includes specific CLINs for dispensers, receivers, combination units, web-based management software, installation, training, and coverCare services. Vendors must provide descriptive literature and complete a Salient Characteristics Chart, referencing where compliance is found in their technical submission. Only OEM or authorized distributor products are acceptable, and new equipment is required.

Submission & Evaluation

Quotes must be submitted via email to Jalima.Jones@va.gov and Sara.Vickroy@va.gov by May 8, 2026, 10:00 AM EST. The submission must be in four separate volumes: Technical Factors, Past Performance, Price, and Offer, Amendments, and Certifications & Representations. Evaluation will consider Technical, Past Performance, and Price, with non-price factors (Technical and Past Performance) being significantly more important than price. A minimum "Acceptable" rating for the Technical Factor is required. Offerors must be registered in SAM.gov and provide past performance references using Attachments F and G. The 3.0% Service Level Agreement (SLA) fee must be embedded in all offered prices.
