Scope of Work

The VA requires steam sterilizing units that use pressurized steam to eliminate microbes from non-heat-sensitive medical devices. The units must meet 14 specific salient characteristics (SCs), including a sterilization temperature range of 250°-275°F, a minimum of 9 preprogrammed cycles (gravity and pre-vac), internal and external steam source options, and the capability to interface with instrument tracking systems. Other SCs cover standby/active modes, a fully jacketed chamber, dual pressure/temperature sensors, recording capabilities, safety features (control lockout, chamber switch float, pressure relief valve, emergency stop), FDA 510(k) clearance, and a minimum 1-year warranty. Contract Details

This will be a single-award Firm-Fixed Price Requirements contract with an ordering period of one base year and four 12-month option periods, totaling 60 months. Delivery is FOB destination, CONUS and OCONUS. No funding is provided under the base contract; funding will be on individual task/delivery orders. A 3.0% Service Level Agreement (SLA) fee must be embedded in all offered prices, with quarterly sales reports and electronic remittance required. The contract prohibits used, refurbished, remanufactured, or counterfeit items, requiring vendors to be OEMs or authorized dealers.

Submission Requirements

Offerors must submit proposals via email by the deadline, organized into five separate volumes (PDF or Excel, no zipped files):

  • Volume I (Technical): Descriptive literature demonstrating compliance with all Salient Characteristics. Authorized distributor letters are required for distributors.
  • Volume II (Past Performance): Attachment F, listing three relevant contracts from the past three years, supported by CPARS or completed Past Performance Questionnaires (Attachment G).
  • Volume III (Veterans Preference): Details for SDVOSB/VOSB offerors or those subcontracting with them, with SBA database certification.
  • Volume IV (Price): Completed Attachment A (Price Cost Schedule), including the 3% SLA fee.
