This document is a Sources Sought/Request for Information (RFI) issued by NCO 16 for the Central Arkansas Veterans Healthcare System (CAVHS). The government is seeking to determine contractor interest, capabilities, and qualifications for the purchase and delivery of a Noninvasive Cardiac Output and Hemodynamic Monitoring System. This notice also serves as a Notice of Intent to Sole Source if no responses are received. The government is requesting information to conduct market research, assess industry pricing, and determine potential competition.

• Provide, deliver, install, calibrate, validate, and train staff on two (2) Starling CMMST5 systems (Brand Name or Equal).

• The system must provide a full hemodynamic profile within seconds to support real-time clinical decision-making.

• Key features include non-invasive fluid monitoring, continuous monitoring, advanced sensing technology, portability, and data connectivity.

• Offerors proposing an 'equal' product must meet or exceed all listed Salient Characteristics and provide documentation.

• Deliverables include monitoring units, sensors, software, manuals, installation reports, training documentation, and warranty paperwork.

• Delivery Location: Central Arkansas Veterans Healthcare System (CAVHS), Little Rock, AR.

• Period of Performance: Delivery within 30 Days After Receipt of Order (ARO); installation/training within 15 days post-delivery; full completion within 60 days ARO.

This is a Sources Sought / Request for Information (RFI) notice issued by the Department of Veterans Affairs, Network Contracting Office (NCO) 16, to determine contractor interest and capabilities for the purchase and delivery of a Noninvasive Cardiac Output and Hemodynamic Monitoring System. The system is intended for the Central Arkansas Veterans Healthcare System (CAVHS) in Little Rock, AR. This notice also serves as a Notice of Intent to Sole Source if no responses are received, indicating a potential lack of competition.
