Quick Summary

The Department of Veterans Affairs (VA), VISN 23, is conducting market research through a Request for Information (RFI) to identify potential vendors capable of providing heated high-flow respiratory support systems. The requirement is for systems equivalent to or the brand name Fisher & Paykel Airvo 3. This RFI is for planning purposes only and does not constitute a solicitation. Responses are due May 28, 2026, at 10:00 AM Central Time.

Scope of Interest

VISN 23 seeks information on systems that provide heated and humidified high-flow therapy up to at least 70 L/min, featuring an integrated flow generator, adjustable temperature settings (31°C-37°C), and integrated oxygen blending up to 100% FiO2. Systems must be compatible with Optiflow+ patient interfaces, offer real-time monitoring, and be FDA-cleared for high-flow oxygen therapy. Key operational requirements include quiet, continuous operation, compliance with medical device alarm standards (IEC 60601-1-8), and certification for inpatient hospital use. Exterior surfaces must be compatible with VA-approved disinfectants.

Required Accessories

Vendors should also be able to provide essential accessories, including one humidification chamber per unit, Airvo-compatible breathing circuits (single-patient-use, VA infection-control compliant), one adult Optiflow+ nasal cannula starter set per unit, and all manufacturer-required tubing, cables, and power supplies. Systems must be compatible with standard wall oxygen and support pole-mounted operation. A minimum 1-year warranty (parts and labor) and manufacturer technical support are also required.

Eligibility & Submission

The Buy American Act applies to this requirement. Responding companies must include the place of manufacture for the items offered; responses lacking this information will not be considered. Interested companies should contact Joshua Imdacha (Joshua.Imdacha@va.gov). Submissions must include company name, Point of Contact (POC), phone number, email address, product(s) offered, DUNS number, and business size.

Important Notes

This RFI is solely for information and planning purposes and does not represent a commitment to issue a solicitation or award a contract. Responses are not offers and cannot be accepted by the Government to form a binding contract. Responders are responsible for all expenses associated with their submission.
