Sources Sought / Request for Information (RFI)

This document is issued solely for information and planning purposes to gain information about potential qualified sources for scrubEx® 2.0 MV Dispenser/Receiver Units with Touchscreen, or equal, for the Long Beach VA Healthcare System. It is not a solicitation, and responses will not be considered offers. The government will use the responses to make acquisition decisions, which may lead to future RFIs or solicitations.

• Item: scrubEx® 2.0 MV Dispenser/Receiver Unit w/ Touchscreen (MFR Model # SE-23003)
• Services: Pre-Installation, Installation, Start-Up, and Training (for existing site)
• Service: Customer Server Update

The machine must:

• Be compatible with Clearview software, and ATO & TRM approved.

• Connect and cooperate with existing scrubEx 2.0 LV Dispenser (SE-20003) & Remote Receiver (SE-20093).

• Accommodate at least one RJ45 data port and support Port 443 for internet connectivity.

• Support Port 4477 for compatibility with other units.

• Have a minimum power connection of 120 VAC, 60Hz, & 3 Amp.

• Provide real-time fill percentage levels & alerts.

• Support surgeon's and nurses' clean scrubs needs.

• Support AORN best practice recommendations for scrub suit attire.

• Utilize patented technology to improve scrubs for staff and nurses.

• Reduce costs by controlling access to scrubs.

• Be proprietary from manufacturer IPA.

• Provide benefits in the fight against COVID-19.

• Ensure availability to authorized staff.

• Reduce touch points and cross-contamination.

• Keep soiled scrubs enclosed.

• Each internal slot must hold a set of scrubs (pants and top) or one jacket.

• Not move the scrub/linen internally to prevent failure points or jamming.

• Have a minimum dispense time of 5 seconds or less.

• Interested companies MUST provide:

  • Company name, address, point of contact, and business size.
  • Capabilities statement illustrating how the organization can/cannot meet the DRAFT/SALIENT CHARACTERISTICS/SOW requirements, with explanations for any unmet requirements or how requirements are met/exceeded.
  • Feedback or suggestions on the DRAFT/SALIENT CHARACTERISTICS/SOW requirements.
  • Size status (SDVOSB, VOSB, HUBZone, WOSB, Large Business, etc.).
  • Confirmation of being a small business under NAICS 339112 (size standard 1,000 Employees).
  • Confirmation of being a manufacturer, authorized distributor, or able to provide the solution.
  • Information on designated/authorized distributors if a large business.
  • Details on any alteration, assembly, or modification if a small business distributor/reseller.
  • Explanation of compliance with Limitations on Subcontracting.
  • Confirmation if items are Commercial of the Shelf (COTS).
  • Confirmation of compliance with the Non-Manufacturer Rule, if applicable.
  • Indication of conformance with the Buy American Act and manufacturer's domestic/foreign status.
  • Lead time for delivery, estimated lifespan, and support/services.
  • Information on leasing solutions, if offered.
  • Federal Supply Schedule (FSS) or other Government contract information.
  • General pricing (for market research only).
  • SAM.gov Unique Entity ID/Cage Code.
