Request for Information (RFI) / Sources Sought

This RFI is issued solely for information and planning purposes to gain knowledge of potential qualified sources and their size classification relative to NAICS 513210 (size standard of $47 million). The Department of Veterans Affairs (VA), VISN 22 Network Contracting Office, is seeking information on sources that can provide specific hardware and services for the VA GLA HCS Police Department. This RFI is not a solicitation, and responses will not be considered adequate responses for a future solicitation.

The VA Police Service is an armed federal law enforcement entity. The VA GLA HCS requires a connection with the Los Angeles County Sheriff's Department to query law enforcement databases, process arrests, and meet regulatory requirements. This connection was previously an air-gapped system. This contract aims to secure the internet service and hardware to restore a dedicated air-gapped connection between the VA GLA HCS Police Headquarters and the Los Angeles Sheriff Department for mission-critical systems.

The document lists specific Cisco hardware (routers, memory, power supplies, network cables, licenses, etc.) and associated services (installation, support, subscriptions) required to establish this connection. A detailed itemized list with descriptions is provided.

Interested parties should submit their company name, address, point of contact, and business size status (including small business categories like SDVOSB, VOSB, HUBZone, WOSB, etc.). They should also indicate if they are considered small under NAICS 513210, whether they are a manufacturer or distributor, and the country of origin. Small businesses acting as distributors/resellers must specify any alterations or modifications. Companies should also disclose any existing federal contracts (FSS, NAC, SEWP) and if the requested items are available on those contracts. General pricing for products/solutions and capabilities related to "equal to items" are requested for market research.

Responses to this RFI are not a request to be added to a prospective bidders list or to receive a copy of a future solicitation. If a solicitation is issued, it will be announced separately, and interested parties must respond to that announcement.

This RFI is issued by the Department of Veterans Affairs (VA), Network Contracting Office 22, for planning purposes to gather information on potential sources capable of providing hardware and internet service for the Sheriff Data Network (CLETS) at the VA GLA HCS Police Headquarters. The goal is to restore a dedicated, air-gapped connection to the Los Angeles Sheriff’s Department for mission-critical law enforcement database access and arrest processing.

• Internet service and hardware to establish a dedicated air-gapped connection.

• Specific hardware includes Cisco Catalyst routers and related components (e.g., C8200-1N-4T Router, memory, M.2 USB, RFID, rack mount kit, blank NIM/PIM, power supplies, AC power cords).

• Cisco DNA subscriptions and licenses (e.g., C8200 series, Advantage Cloud, ThousandEyes WAN Insights, Umbrella).

• Cisco Catalyst 9200L switches and related components (e.g., 24-port data, Network Essentials, DNA Essentials licenses, power supplies, stack module, rubber feet, screws, cable management guides, SFP transceiver modules, bulk cable).

• Dell All-in-One Plus computers.

• Intoxilizer.

• Installation and Support Services (40 hours per week for 5 years).
