This solicitation is for the procurement of one (1) HS Simulation Eyesi Surgical Complete System with Cataract and Retina capability, including all components, software, accessories, spare instruments, licenses, and courseware. The system must be manufactured by Haag-Streit and include a 36-month Eyesi Surgical Gold Software Plan. The purpose is to enhance surgical training for cataract and retina procedures at the Durham VA Medical Center (VAMC).

• Eyesi Surgical Gold Software Plan (36 months), including all software updates, new module licenses, and VRmNET access.

• CAT Spare Instrument Set.

• Delivery, setup, and installation of all items.

• All items must be new and in original manufacturer packaging.

• Contract Type: Firm-Fixed-Price.

• Period of Performance: Base period from 09-30-2026 to 09-29-2027.

• Quotes are due via email by 10:00 AM EST on April 29, 2026, to Ricardo.McIntosh@va.gov.

• Quotes must be assembled into specific sections: Quote Form (SF 1449), Pricing, Representations and Certifications, Technical Approach, and Schedule.

• The award will be based on the Lowest Price Technically Acceptable (LPTA) basis.

• Technical questions are due by 9:00 AM EST on April 27, 2026.

• The acquisition is unrestricted.

• Offerors must be registered and current in the System for Award Management (SAM).

• The solicitation incorporates FAR clauses by reference, including FAR 52.212-1, 52.212-4, and 52.212-5.

• Addenda to FAR 52.212-1 and FAR 52.212-4 are attached, including provisions related to security prohibitions and exclusions, and VA-specific clauses for personnel verification and electronic payment requests.
