Statement of Work (SOW)

To design and install four fixed, ceiling-mounted patient lift systems in designated patient care rooms at the Overton Brooks VA Medical Center to improve patient safety, reduce the risk of patient handling injuries, and enhance staff safety by eliminating manual lifting.

• Install four overhead ceiling lift systems supporting safe transfers (bed-to-chair, stretcher-to-bed, bathroom transfers).

• Systems must mitigate musculoskeletal injuries and provide a safer alternative for patient recovery.

• This is a one-time installation requirement.

• Personnel must be trained, qualified, and licensed.

• Each lift system must have a minimum lifting capacity of 550 lbs.

• Rail systems must be designed, constructed, and installed in an X-Y configuration.

• System operation must be smooth, avoiding abrupt movements, and provide sufficient lifting height.

• Track systems must be self-supporting; existing structures cannot be used for support.

• Contractor must comply with all applicable environmental, occupational safety, life safety, and fire protection regulations.

• OSHPD-certified systems.

• Installation details stamped by a certified structural engineer.

• Detailed installation plan required.

• Door frames shall not be cut, altered, or modified without prior written VA acceptance.

• Weight testing at 150% of rated capacity.

• Final equipment certification required.

• Mitigation plan for privacy curtain interference.

• Dust-containment measures and return of areas to original condition.

• Contractor shall provide:

  • Disclosure of Tort claims.
  • Education/Training Plan for staff.
  • Standardization of charging unit locations.
  • Written plan for track lift system installation and curtain poles.
  • Written plan for modifying existing infrastructure.
  • Schematic plans for routing and locations.
  • Drawings showing rail system anchoring.
  • Specific installation timeline.
  • Installation Infection Control Plan.
  • Installation Plan with phasing and minimal disruption.
  • Details on vendor-provided maintenance beyond warranty.
  • Minimum three-year parts and labor warranty.
  • Previous work experience in VISN 16.
  • Plan of Equipment Certification.
  • Plan reflecting availability for follow-up, repairs, and adjustments.

• Performance Requirements include communication with Guldmann Dashboard, integrated weight scale, automatic service alerts, emergency stop functionality, dynamic weight relief, UL listed systems, specific rail spans, lateral bracing brackets, optional remote controls, specific hangar bar design, 100% motor testing, in-field-serviceable controllers, anodized aluminum rail finish, over-speed governor, soft start/stop, low battery indicator, splash-proof battery charger, sound level <= 52dB(A), and emergency lower function.

• All installations by Factory Certified, US installers.

• Compliance with underwriters Laboratory requirements, life safety codes, national electric codes, Fire Safety codes, and applicable federal, state, and local codes.

• Compliance with NFPA 13, NFPA 99, and NFPA 70.

• Compliance with ISO 100535.

• Lifts mounted for maximum area coverage.

• Lifts capable of picking up patients from the floor.

• No interference with existing fixtures (sprinklers, lights, HVAC, etc.).

• No breaching of firewalls without VA Safety/Engineering approval.

• Installation of necessary wiring and outlets.

• Weight testing and photography for each room's lift system.

• Ceilings must not be slotted.

• Motors capable of lifting at least 550 pounds.

• Rooms returned to original condition.

• Patient Care Staff Training (initial, follow-up at 1 month and 1 year).

• Technical, Maintenance and Service Staff Training.

• Electronic copies of user and repair manuals.

• Post-installation inspection overseen by Safety or Engineering.

• Contractor conduct requirements: visible identification, supervisor designation, provision of supplies/personnel, adherence to guidelines, non-interference with facility operations, protection of lives and health, adherence to infection control and safety committee procedures, minimization of noise, and immediate correction of deficiencies.

• One-time purchase.

• Delivery, set-up, and installation within 90 days from award.

• Staff training within 15 days following installation and acceptance.

• Working hours: 8:00 a.m. - 4:30 p.m., Monday through Friday (excluding federal holidays).

• Location: Overton Brooks VA Medical Center, 510 East Stoner Ave, Shreveport, LA 71101 (Rooms 10E3, 7N5, 7E Bay 5, 4E).

• Security Requirements: All personnel must abide by facility security regulations and sign in with VA Police.

• Invoice and Payment: Invoices submitted in arrears after acceptance of deliverables, following FAR 52.212-4 requirements. Payments made per Prompt Payment Act.
