Sources Sought Notice (SSN)

This Sources Sought Notice (SSN) is issued by the Department of Veterans Affairs Network Contracting Office (NCO) 16 for market research purposes. The objective is to identify qualified and capable sources for Stryker-Compatible Arthroscopy Equipment to assist in determining the appropriate acquisition strategy, potentially including small business set-asides or unrestricted procurement. Responses will inform the VA's market research for an anticipated requirement.

• The SSN requests information on the manufacturing location of the items/equipment and whether they are produced by small or large businesses, requiring NMR compliance documentation.

• Vendors must provide current OEM authorization verifying their status as an authorized distributor with access to OEM replacement parts (no gray-market sources accepted). The authorization letter must be current (within the last 18 months).

• Responses must demonstrate proof of endoscopic imaging components, accessories, scopes, and sterilization trays that are functionally and mechanically compatible with the current Stryker 1688 AIM imaging platforms, as detailed in the attached Statement of Work (SOW).

• Questions regarding the SSN are due by 12:00 PM (CST) on April 17, 2026.

• Responses must be submitted by 07:00 AM (CST) on April 20, 2026, via email to William.Shaver@va.gov in Microsoft Word or PDF format.

• The subject line for responses must be: “VAMC Stryker-Compatible Arthroscopy Equipment – SSN Response.”

• Vendors are encouraged to provide estimated market pricing.

• Vendors must identify their company's qualification as SB, SDVOSB, VOSB, HUBZone, or 8(a), providing proof of certification where applicable (SDVOSB/VOSB must be SBA-certified under the VetCert program).

• Vendors should identify any GWAC, GSA Schedule, IDIQ, or BPA under which these supplies/services are available.

• This notice is for informational and market research purposes only and does not constitute a solicitation or commitment to award a contract.

• The Government will not reimburse any costs associated with responding.

• Respondents should not include proprietary or restricted information.

• If no responses are received from an authorized distributor, this action may be sole-sourced to the manufacturer/authorized distributor.

Statement of Work (SOW)

The Department of Veterans Affairs (VA) requires additional surgical video and arthroscopy equipment to expand clinical workload capacity within existing Stryker endoscopic imaging platforms. The equipment must be brand-name-or-equal to specified Stryker components and fully compatible with the facility's deployed Stryker 1688 AIM systems.

• Provide new, unused, fully warranted endoscopic imaging components, accessories, scopes, and sterilization trays that are functionally and mechanically compatible with current Stryker 1688 AIM imaging platforms.

• Include inside delivery, installation/setup (non-networked), functional verification, operator orientation, documentation, and warranty support.

• All equipment must meet manufacturer IFU, FDA, electrical safety, and VA Biomedical Engineering requirements.

• Products offered as "equal" must meet or exceed specified Stryker part numbers.

• Mandatory compatibility requirements include:

  • Full operational compatibility with Stryker 1688 AIM systems without adapters.
  • Fit with current Stryker camera couplers, arthroscopes, and sterile processing trays.
  • Support for 4K UHD imaging with equal or greater optical clarity and signal performance.
  • Support for VA sterile processing (SPD) workflow, including steam sterilization parameters.
  • FDA clearance for the same intended surgical uses.
  • Equivalent or superior durability, warranty, and safety standards.

• Deliver OEM-new devices, set up and perform non-networked installation, conduct functional verification, provide operator orientation and training, and supply all documentation and warranty materials.

• Ensure proposed equal items include full technical comparison sheets.

• Place of Performance: VAMC Fayetteville, AR.

• Period of Performance: From award through installation and final acceptance.

• Delivery within 30–60 days ARO (After Receipt of Order).

• Minimum 12-month OEM warranty.

• Operator orientation on device operation, SPD cleaning and sterilization workflow, safety and handling, and basic maintenance.

• Equipment must comply with FDA regulations for Class II medical devices, AAMI, ANSI, UL, IEC, and NFPA 99 standards, Manufacturer IFUs, VA Biomedical Engineering policies, and HIPAA/Privacy Act (for non-networked devices).

• All equipment listed in BOM, manuals, IFUs, warranty, installation assistance, functional testing, operator orientation, and acceptance documents.

• Existing Stryker systems are available for compatibility verification.

• Acceptance based on matching BN/OE specifications, full compatibility demonstrated during functional testing, Biomedical Engineering inspection, SPD tray compliance, IFU compliance, delivery of documentation and warranty, and final verification by Biomed.
