Statement of Work

VISN 23 Grossing Station/BioSafety Cabinet Replacement Procurement

Background: Several sites in VISN 23 are in need of replacing their current grossing stations in the Histology Laboratories. These grossing stations have reached the end of their life expectancy and we have begun to see an increase in the stations experiencing issues that require a service call. The increased downtime of these machines greatly impacts the speed and efficiency of the labs throughout the VISN in performing specimen examination. Additionally, the labs are seeking a newer model of grossing station which has additional features that would increase the speed, efficiency, and safety of the staff performing specimen examinations.

Purpose of Project: Replace 8 grossing stations throughout VISN 23. Specifically 4 in Minneapolis and 1 each in Omaha (NWI), Fargo, Central Iowa, and Iowa City. Each of these sites have grossing stations that are past their life expectancy and are experiencing an increase in service calls.

Description of Work:

The vendor will provide the following quantities of grossing stations with the following features as required by site:

Vendor is to provide a copy of equipment operator documentation either in paper or electronic format.

The equipment models being offered shall be in current production as of the date this offer is submitted. For purposes of this solicitation, current product shall mean that the grossing station is being offered as new equipment. Discontinued models that are only being made available as remanufactured equipment are not acceptable. Refurbished, used or current in house equipment is not acceptable.

Equipment Warranty

All of the equipment should come with a 1 year warranty and include any and all preventative maintenance services recommended by the original equipment manufacturer during that warranty period.

Deinstallation of old equipment and Installation of New Equipment

The vendor shall remove 3 existing grossing stations at Minneapolis and 1 existing grossing station each at Omaha (NWI), Fargo, Central Iowa, and Iowa City. The lab will be responsible for decontaminating the grossing station and the vendor shall dismantle and take the equipment to the loading dock. The VA will be responsible for disposable of the equipment. The vendor will be responsible for fully installing the equipment and then testing for correct function. The vendor will ensure the grossing station air flow/ventilation is functioning properly after installation by having it certified.

Training

The vendor shall provide at least 1 day of onsite training for up to 8 people. This should be offered over at least 2 different shifts if needed by the lab.

Integrations:

Must integrate with each facilities HVAC system. No other integrations this equipment will not be connected to the network.

Schedule of Deliverables:

All equipment and supplies shall be delivered to the following VA medical centers. Equipment shall be delivered within 60 days of receipt of an order.

Certificates of Performance

Company shall provide certificates of performance shipped stating compliance with your company s standards and CLSI (formerly NCCLS) standards where they exist.

Recalled and Defective Products

The contractor will immediately notify the Contracting Officer of any recalls of product or other important safety issues. As appropriate, the Contractor will replace and/or reimburse recalled/defective products at no cost to the Government. The Contractor may be liable for costs of processing recalls, i.e. administrative and clinical services to replace recalled/defective products.
