Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for commercial items, prepared in accordance with FAR Part 13 Simplified Acquisition Procedures. The Department of Veterans Affairs (VA) intends to award a single Firm-Fixed Price (FFP) contract for Dental Instrument Kits to support dentists at the VA Greater Los Angeles Healthcare System. This procurement is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside.

• The contractor shall provide Dental Instrumentation Kits, including Hygiene, Restorative, Endo, Endo Spreader, and Assorted Instrument Kits.

• Offerors must demonstrate that their proposed items meet the salient physical, functional, or performance characteristics specified in Attachment B (Salient Characteristics).

• Items must comply with the Buy American Act and Trade Agreement Act.

• No remanufactured or gray market items will be accepted; vendors must be OEM, authorized dealers, distributors, or resellers, verified by an authorization letter.

• Products must be manufactured or produced in the United States, unless an exception is permitted.

• Contract Type: Firm-Fixed Price (FFP)

• Period of Performance/Delivery Timeframe: 30 Days After Receipt of Order (ARO).

• Place of Performance: VA Greater Los Angeles Healthcare System, 11301 Wilshire Blvd, Los Angeles, CA 90073.

• Response Date/Time: January 30, 2026, 12:00 PM Pacific Time.

• Evaluation Criteria: The award will be made to the responsible offeror whose quote, meeting all salient characteristics and other requirements, is the lowest priced and is both responsive and responsible.

• Required Quote Information: Vendor Information with SAM UEI, concurrence with terms, FOB destination, offered item manufacturer/part number, Authorized Distributor Letter, Country of Origin, verification of non-gray market items, small/large business manufacturing indication, FSS contract details (if applicable), and completion of Attachment A columns.

• Set-Aside: SDVOSB (Service-Disabled Veteran-Owned Small Business).

• NAICS Code: 339114 (Medical Instrument Manufacturing) with a size standard of 1,000 employees.

• Non-Manufacturing Rule (NMR): Contractors must certify compliance with the NMR.

• Reference Attachment A (Dental Instruments) for line-item details and Attachment B (Salient Characteristics) for technical specifications.
