Sources Sought Notice

This notice is a Sources Sought to conduct market research for the procurement of a Brand Name Only – Carto 3 Mapping System. The Department of Veterans Affairs (VA) is assessing market capabilities to determine if sources exist for this requirement. This notice also allows potential contractors to submit a non-binding statement of interest and documentation demonstrating their capability.

• The primary requirement is for the Carto 3 Mapping System and associated modules/kits, including:

  • CARTOr Late Annotation Mapping (LAM) Module
  • CARTO ELEVATET Module Kit
  • CARTOSOUNDT FAM Module Kit
  • CARTOr 3 System Software Upgrade Kits (V7.5 and V8)
  • nGENT Ablation Cart
  • nGENT System (SuperKit)
  • TRUPULSET Superkit

• Vendors must be the manufacturer or an authorized distributor for Biosense Webster. Proof of authorization will be requested.

• A DRAFT Statement of Work (SOW) is attached for comparison against vendor supplies/services.

• This is a Sources Sought notice, not a solicitation. A solicitation may be published after review of responses.

• The Place of Performance is the Iowa City VA Health Care System, Iowa City, IA.

• Responses are due by March 12, 2026, 17:00 Mountain Time.

• Responses should include:

• The SBA Size Standard is 1,250 employees.

• The VA is seeking to identify qualified sources and their size classifications (SD/VOSB, Hub zone, 8(a), small, small disadvantaged, woman owned small business, or large business).

• This notice does not commit the Government to procure supplies/services or issue a solicitation.

• No solicitation documents exist at this time.

• Any proprietary information should be clearly marked.

• The Government will not pay for any costs incurred in response to this notice.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for a one-time purchase of a Carto 3 Mapping System for the Iowa City VA Health Care System. The system must be brand name only, new, and fully operational upon installation, including all necessary software, hardware, accessories, professional installation, and clinical education/training.

The Carto 3 Mapping System must be capable of advanced 3D electroanatomical mapping of cardiac chambers for arrhythmia diagnosis. Key functionalities include real-time visualization of catheter position and cardiac anatomy, support for various mapping techniques (navigation, activation, voltage, substrate), rapid generation of high-resolution anatomical maps, identification of scar tissue, visualization of wavefront movement, high-fidelity signal acquisition, adjustable filters, simultaneous display of ECG and intracardiac signals, integration with CT/MRI/fluoroscopic images, and compatibility with RF and cryo-mapping catheters. It must also display ablation points with configurable parameters and real-time contact force metrics.

The requirement also includes the nGEN System (RF Generator and Pump) for cardiac radio-frequency ablation, capable of temperature and power-controlled ablation up to 90W, with multiple independent power channels and full integration with the Carto3 system. It also requires the TRUPULSE Generator for Pulsed Field Ablation (PFA) energy delivery, compatible with both PFA and RF energy.

• Delivery Location: Iowa City VA Health Care System, 601 Highway 6 West, Iowa City, IA 52246

• Warranty: Minimum one-year manufacturer warranty covering defects in materials and workmanship.

• Installation: Required by the Contractor within ten (10) business days of award.

• Training: Clinical education and on-site training required, scheduled within ten (10) business days of award.

• Contract Type: Firm-Fixed-Priced, one-time supply contract with no option years.

• Security: Strict adherence to VA information security and privacy regulations is required, including data protection, encryption, and incident reporting. Government retains unlimited rights to data and intellectual property.
