Sources Sought Notice

This notice is a Sources Sought to conduct market research for the procurement of a Brand Name or Equal Medrad Intego PET Infusion System. The Department of Veterans Affairs (VA) is seeking to identify potential sources capable of providing this equipment and related services. This notice is not a solicitation, and responses will not be considered offers.

The primary item is the Medrad Intego PET Infusion System. The notice also lists related items including VIAL SHIELD, Medrad Intego software applications (Worklist, IR PACS, RDPACS), installation services, administration sets, patient administration sets, power cords, power retainer cables, product information packages, and training.

This notice seeks to identify potential sources and their size classifications (SD/VOSB, Hub zone, 8(a), small, small disadvantaged, woman owned small business, or large business). The government will use this information to make acquisition decisions, which may lead to a future solicitation.

Statement of Work (SOW) / Performance Work Statement (PWS)

Procurement of an automated F18 FDG infusion system for the Iowa City VA Health Care System, Nuclear Medicine Department. The goal is to acquire a Medrad Intego PET Infusion System or an equal, including all necessary parts, materials, labor, travel, and training for full installation.

• System Requirement: One (1) Medrad® Intego PET Infusion System or equal, with cleared indications for use for delivery of FDG and NaF in the United States.

• Included Items: 3 Vial shields, 1 Case Source Administration Sets, 1 Case Patient Administration Sets, 1 Power cord, 1 Power retainer cable, 1 Operating manual.

• Compliance: Radiation shielding and safety features must comply with NRC and FDA standards.

• Cleaning: Device must be cleanable with common hospital cleaning products; cleaning instructions (IFU) required.

• Delivery: Required within 90 days from contract award to Iowa City VA Health Care System, 601 Hwy 6 West, Iowa City, Iowa 52246. Shipment tracking information must be provided.

• Installation: Full installation is required, including all parts, materials, tools, labor, and travel. Validation of full system functionality upon completion is necessary.

• Patient Health Information: Contractor must safeguard PHI and report any breaches.

• Warranty: One (1) year from full installation/acceptance, including repair, parts, materials, labor, and travel. Warranty support response within 2 days. Service reports required within five working days after completion of services.

• On-Site Procedures: Contractor personnel must report to Biomedical Engineering, sign in/out, and may be subject to tool bag inspection. Verbal reporting of equipment issues upon departure is required.

• Installation Scheduling: Contractor must contact POC within 10 business days of award to schedule installation.

• Training: On-site training for end-users on operation and for technical professionals on maintenance, troubleshooting, and repair.

• Contractor Personnel: Must have factory training and experience; training certificates may be requested.

• Safety & Security: Compliance with OSHA laws, local infection control procedures, and wearing visible identification.

• Property Damage: Contractor is responsible for preventing and reporting damage to Government property.

• Quality Assurance: System verification tests by end-users; issues communicated through the Contracting Officer.

• Period of Performance: 90 Days After Receipt of Order (ARO).

• Place of Performance: Iowa City VA Health Care System, Nuclear Medicine Hot Lab, 2W23A.

• Contract Type: Firm-Fixed-Priced, one-time supply contract.

• Information Security: Strict adherence to VA security directives, data protection, encryption, and reporting requirements. Compliance with FDA cybersecurity management for medical devices.

• Device Compliance: Devices must comply with VA security requirements, including patching and antivirus capabilities. Verification of no known viruses/malware before delivery.

• Data Handling: VA sensitive information must be encrypted. Specific procedures for data destruction or return of media apply.

• The POC is for contract administration and cannot change scope.

• Deliveries are accepted Monday-Friday, 8:00 a.m. to 4:00 p.m., excluding holidays.

• All changes require prior written authorization from a VA Contracting Officer.
