• The purpose of this modification is to clarify that the closing time of the solicitation is 22:00.

Solicitation / RFP / RFQ

This solicitation is for the purchase and installation of a new Cone Beam Computed Tomography (CBCT) imaging system for the Harry S. Truman VA Medical Center in Columbia, MO. The existing unit has reached its end of life, causing frequent downtimes and impacting patient care. The acquisition aims to restore reliable diagnostic imaging services.

• Product: Brand Name or Equal: Carefusion 9600 (or equivalent) Dental CBCT system.

• Technical Specifications: Includes specific dimensions (height, weight, footprint), generator voltage (60-90 kV), frequency (140 kHz), focus (0.3-0.7 mm), image field (6.4 x 140mm), magnification (1.28x), gray scale (14 bits), and required radiological exams (panoramic, sinus, TMJ, etc.).

• Integration: System must integrate with existing IT infrastructure (VISTA imaging, CPRS, Oracle).

• Training: Comprehensive training for medical and technical personnel.

• Support: Minimum of 5 years of technical support and maintenance (base plus four option years).

• Deliverables: Delivery and Installation Plan, Training Session Completion, Maintenance and Support Plan.

• Contract Type: Firm-Fixed-Price.

• Period of Performance: Delivery within 60 Days After Receipt of Order (ARO). Training within 30 days of installation. Maintenance for 5 years (base + 4 option years).

• Submission: Offers must include proof of authorized distributorship and equipment brochures. Vendor fill-ins for FAR 52.212-3 and VAAR 852.219-76 must be completed.

• Evaluation: Factors include Technical Capability, Price, Past Performance, Proof of Authorized Distributor, and Completion of Required Fill-ins. Technical and Past Performance combined are equal to Price.

• Deadlines: Offer Due Date: April 23, 2026, 22:00 CDT.

• This acquisition is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs).

• Offerors must be certified SDVOSBs listed in the SBA certification database.

• Specific limitations on subcontracting apply (50% for services/supplies).
