Request for Information (RFI)

This RFI is issued by the Department of Veterans Affairs (VA), VISN 22 Network Contracting Office for information and planning purposes only. It is not a solicitation. The VA is seeking information on potential sources for the "MiPACS Dental Enterprise Solution" to upgrade its existing dental imaging servers. The current Planmeca Romexis software suite's operating system is no longer supported and requires an update to Windows 10 IoT Enterprise LTSC 2021.

• Upgrade existing dental imaging servers from the current Planmeca Romexis platform to the MiPACS Dental Enterprise Solution.

• Enhance management, storage, and retrieval of dental images across VA dental facilities.

• Migration of dental imaging data.

• Implementation of secure and scalable MiPACS Storage Servers.

• Integration with existing VA systems and imaging devices.

• Configuration to ensure compliance with VA data security policies and federal regulations, including HIPAA.

• Veteran dental x-ray images will be stored and maintained on premises using VA-managed hard storage infrastructure.

• The RFI seeks information on the following items:

  • MIPACS STORAGE SERVER AND DENTAL ENTERPRISE VIEWER
  • MIPACS DENTAL IMAGING UPGRADE AND MAINTENANCE

• The NAICS code for this RFI is 311914, with a size standard of 750 Employees.

• Interested parties should provide company name, address, point of contact, and size of business information.

• Specific questions regarding business status (SDVOSB, VOSB, HUBZone, WOSB, Large Business), manufacturer/distributor status, alteration/assembly/modification of products, existing federal contracts (FSS, GSA/NAC, NASA SEWP), and availability of items on schedules are requested.

• General pricing for products/solutions and capabilities regarding "equal to items" are also requested.

• Responses must be received no later than 05/06/2026, at 12:00 p.m. Pacific Standard Time (PST).

• The RFI specifically asks for information on business size status, including Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), HUBZone, Woman Owned Small Business (WOSB), and Large Business.

• Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.

The current Planmeca Romexis dental imaging software suite requires an operating system update to Windows 10 IoT Enterprise LTSC 2021.

• Upgrade existing dental imaging servers to the MiPACS Dental Enterprise Solution.

• Migrate existing dental imaging data.

• Implement secure and scalable MiPACS Storage Servers.

• Integrate with existing VA systems and imaging devices.

• Ensure compliance with VA data security policies and federal regulations (including HIPAA).

  • Confirmation of small business status under NAICS 311914.
  • Manufacturer or distributor status and country of origin.
  • For distributors/resellers: details on any alteration, assembly, or modification of items.
  • Information on existing federal contracts (GSA FSS, NAC, NASA SEWP, etc.) and availability of referenced items.
  • General pricing for products/solutions for market research.
  • Capabilities regarding salient characteristics and "equal to" items, with compelling evidence.
