J065--Notice of Intent to Sole Source - Emergency Repair of Philips DigitalDiagnost C90 High Performance X-Ray System - White River Junction VA Medical Center

This notice is issued in accordance with FAR 5.2 and serves as a notice of intent to award a sole-source contract. It is NOT a request for quotes. The Government may, at its discretion, consider responses to this notice. However, at this time, only one responsible source is currently identified as capable of meeting agency needs. The Department of Veterans Affairs, VISN 1, intends to award a Firm-Fixed-Price contract for the emergency repair of the Philips DigitalDiagnost C90 X-ray system located at the White River Junction VA Medical Center. The required services include: Providing and replacing two (2) 3-Phase Inverter Boards Providing and replacing the High Voltage Generator Tank All work must be performed in accordance with Philips Medical Standards, including functional testing and calibration to ensure compliance with Philips specifications. Justification for Sole Source: Philips is the original manufacturer and developer of the DigitalDiagnost C90 system and is the only vendor with the proprietary knowledge, parts, and technical capability to perform these repairs at the required level of quality and reliability. Due to the specialized and proprietary nature of this equipment, Philips has been determined to be the sole source vendor for this requirement. Interested parties may submit a response demonstrating their capability to meet the requirements outlined in this notice by the due date specified. Responses should include sufficient evidence to show that competition would be advantageous to the Government. Information received will be used solely to determine whether a competitive procurement is appropriate. The Government reserves the right to make this determination at its sole discretion. No reimbursement will be provided for any costs incurred in preparing or submitting a response. Refer to the attached Statement of Work for a complete description of the required services.
