This is a Sources Sought notice for market research purposes to identify potential Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Veteran-Owned Small Businesses (VOSB), Women Owned Small Businesses (WOSB), or other small business firms capable of providing ICU Beds for the Bay Pines VA Healthcare System. The Department of Veterans Affairs, Network Contracting Office (NCO) 8, is assessing market availability for a potential small business set-aside.

• The primary requirement is for ICU Beds.

• A draft Statement of Work (SOW) is attached for detailed requirements.

• Interested parties must submit a Capabilities Statement.

• The Capabilities Statement should include:

  • Company Name, Address, Size Standard, UEI#, Cage Code
  • Capabilities Statement detailing experience and whether all items are on existing government contract
  • Contract number (if applicable)
  • Place of Manufacturing
  • Point of Contact name, phone number, and email address
  • Authorized distributorship letter from the manufacturer (if a distributor)
  • Information on whether the prime contractor manufactures products, acquires from small/large business manufacturers, or provides end items from a small business manufacturer (if non-manufacturer).
  • Percentage of total contract value to be subcontracted.

• All questions and responses must be submitted in writing to Cindy.Smith@va.gov.

• The NAICS code is 339113 with a small business size standard of 800 Employees.

• The VA may set aside the requirement for SDVOSBs/VOSBs if two or more responses with the required information are received by the due date.

• Responses must be submitted via email to Cindy.Smith@va.gov no later than 10:00 AM Eastern Standard Time on January 23, 2026.

• This is for market research only and does not constitute a commitment by the Government.

• The Government does not intend to pay for any information provided.

• Respondents will NOT be notified of the results of the evaluation.

• The VA reserves the right to determine the acquisition approach based on responses.

Statement of Work (SOW) / Performance Work Statement (PWS)

The Bay Pines Veteran Affairs Healthcare System requires replacement beds and associated supporting equipment for its Intensive Care Unit (ICU).

• Provide, store, deliver, install, test, and train on new ICU bed systems and supporting equipment.

• Remove and dispose of current equipment.

• Provide all necessary tools, equipment, Personal Protective Equipment (PPE), and infection control measures.

• Equipment must be FDA approved, new, and fully operational.

• Provide at least two copies of operational and/or service manuals.

• ICU Beds (qty 24): Must include features such as 120V, 60 Hz, 290 kg safe working load, retractable foot, radiolucent deck, chair positioning, IV poles, in-bed scale, multi-positionable side rails, bed exit alarm, caregiver control panel, drainage bag holders, nurse call/TV control, 5th wheel, and foot lighting.

• ICU Mattresses (qty 24): Must include pump, pressure redistribution, microclimate management, percussion/vibratory therapy, and alternating low pressure.

• Supporting Equipment: Prone Kit.

• Timeline: Expected for June 2026, subject to construction timeline changes.

• Delivery Location: Bay Pines VA Clinic, Building 112, 10000 Bay Pines Blvd, Bay Pines, FL 33744. Delivery must be scheduled with the COR during the clinic's activation period.

• Delivery Hours: Monday – Friday (Excluding National Holidays), 8:00 am – 3:30 pm.

• Installation: Coordinated with the COR; all personnel must comply with VA security and infection control regulations; manufacturer training required for installation personnel.

• De-Installation: Coordinated with clinical end-users to avoid impacting patient care; personnel must be manufacturer-trained and comply with VA security and infection control.

• Training: Comprehensive onsite training for clinicians, including technical and operational sessions with competency assessments. Training to cover preventative maintenance, troubleshooting, and general maintenance.

• Inspection & Acceptance: Joint inspection with COR upon delivery; testing of connections; resolution of punch list items.

• Warranty: Twelve-month warranty for the equipment.

• Records Management: Contractor must comply with all applicable Federal and NARA records management laws and regulations.

• Information Security: Contractor personnel must comply with VA security and privacy directives; subject to background investigations; must report security incidents immediately; liable for liquidated damages for data breaches.

• Training: All contractor employees requiring access to VA information must complete VA Privacy and Information Security Awareness Training.
